THE PURPOSE OF THE STUDY WAS TO ASSESS AVAILABLE MATERIALS REGARDING SECURITY DEVICE STANDARDS AND RECOMMEND MINIMUM STANDARDS FOR THE CITY OF ATLANTA.
Abstract
SPECIFICALLY, THE OBJECTIVES OF THE TARGET HARDENING-OPPORTUNITY REDUCTION (THOR) RESEARCH STUDY WERE TO PERFORM RESEARCH WHICH WOULD PROVIDE RELIABLE DATA TO ANALYZE AND DEVELOP BUILDING SECURITY STANDARDS TO REDUCE THE LIKELIHOOD OF BURGLARIES; TO EVALUATE ALTERNATIVES AND FORMULATE RECOMMENDATIONS WHICH WOULD PROVIDE ACCEPTABLE LEVELS OF SECURITY AT A REASONABLE COST TO HOMEOWNERS, BUILDING RESIDENTS AND OWNERS, AND BUILDERS; AND TO ENSURE THAT THESE RECOMMENDATIONS WERE CONSISTENT WITH THE OVERALL THOR AND BUREAU OF POLICE SERVICES OBJECTIVES. BASED ON THE RESEARCH FINDINGS, THE REPORT CONCLUDES THAT SECURITY DEVICE STANDARDS SHOULD BE ESTABLISHED USING THE CRITERION OF WHAT A SECURITY DEVICE CAN ACCOMPLISH RATHER THAN HOW IT IS MADE. IT IS RECOMMENDED THAT THESE PERFORMANCE STANDARDS BE INCORPORATED INTO A CITY OF ATLANTA BUILDING CODE OR BUILDING SECURITY ORDINANCE AND EVENTUALLY REPLACE DESIGN CHARACTERISTICS STANDARDS. APPENDIXES PRESENT INDIVIDUALS AND AGENCIES PARTICIPATING IN THE RESEARCH, A SECURITY DEVICE QUESTIONNAIRE, AND ORGANIZATIONS DEVELOPING SECURITY DEVICE PERFORMANCE STANDARDS.
