ANNUAL EXPENDITURES FOR THE CRIMINAL JUSTICE SYSTEM IN MAINE TOTAL APPROXIMATELY $41,000,000, OF WHICH $9,300,000 IS ATTRIBUTABLE TO STATE OF MAINE-OPERATED CORRECTIONAL INSTITUTIONS.
Abstract
THIS COST ANALYSIS EXAMINES THE $9,300,000 IN PRIMARY EXPENDITURES AND AN ADDITIONAL $2,800,000 IN SECONDARY EXPENDITURES WHICH WERE MADE DURING FISCAL YEAR (FY) 1975 TO OPERATE THE FIVE STATE CORRECTIONAL INSTITUTIONS, PAROLE, AND SUPPORTING SERVICES. THIS REPORT DETAILS ALL EXPENDITURES (BOTH STATE AND FEDERAL) MADE BY FIVE STATE-OPERATED CORRECTIONAL INSTITUTIONS, NOT JUST THOSE OPERATING EXPENDITURES MADE FROM STATE GENERAL FUND ACCOUNTS. CORRECTIONAL ECONOMICS PROJECT (CEP) STAFF HAVE WORKED CLOSELY WITH OFFICIALS OF THE DEPARTMENT OF MENTAL HEALTH AND CORRECTIONS IN DEVELOPING PER CAPITA COST ESTIMATES FOR FY 1975 BASED ON PRIMARY BUDGET EXPENDITURES, WHICH RANGED FROM $7,000 AT THE MAINE STATE PRISON (MSP), TO $37,000 AT THE STEVENS SCHOOL (SS) CEP PER CAPITA COST ESTIMATES BASED ON PRIMARY AND SECONDARY EXPENDITURES RANGED FROM $10,600 AT MSP TO $45,000 TO SS. THIS REPORT CONCLUDES THAT TOTAL COSTS FOR OPERATING THE MAINE CORRECTIONAL SYSTEM ARE ON THE ORDER OF 30 PERCENT HIGHER THAN THOSE SHOWN IN CORRECTIONAL INSTITUTION BUDGETS DUE TO THE EXISTENCE OF $2,800,000 IN SECONDARY COSTS.
