LAKE COUNTY, ILL., WAS CHOSEN AS THE PROJECT SITE FOR A MODEL PROGRAM ON TECHNOLOGY TRANSFER OF A CRIMINAL JUSTICE INFORMATION SYSTEM CONSISTING OF A WARRANT FILE SYSTEM AND A PERSONAL HISTORY SYSTEM.
Abstract
THIS REPORT BEGINS WITH A SURVEY OF NEEDS WHICH A COMPUTERIZED CRIMINAL JUSTICE INFORMATION SYSTEM HAD TO MEET IN LAKE COUNTY, (ROUGHLY COMPOSED OF THE CITY OF WAUKEGAN AND THE SURROUNDING SUBURBAN AND RURAL AREAS). AFTER NEEDS WERE DEFINED, SYSTEMS ACROSS THE COUNTRY WERE INVESTIGATED TO FIND A POSSIBLE DONOR SYSTEM, THE TECHNOLOGY OF WHICH COULD BE TRANSFERRED. THIS WAS FOLLOWED BY A TECHNOLOGY TRANSFER PHASE, WHICH INCLUDED THE WRITING OF INSTRUCTIONAL MANUALS. THE DOCUMENTATION PHASE, WHICH LASTED FOR THE DURATION OF THE PROJECT, COLLECTED ALL AVAILABLE INFORMATION ON THE PROCESS AND PROBLEMS OF TECHNOLOGY TRANSFER. POSSIBLE DONOR SITES WERE LOCATED THROUGH THE AID OF PUBLIC SYSTEMS, INC., IBM INC., THE NATIONAL ASSOCIATION OF COUNTIES, LEAA, AND INDIVIDUAL CONTACTS. DETAILS OF THE SELECTION PROCESS ARE GIVEN. AFTER SCREENING, SANTA CLARA COUNTY, CALIF., AND PINELLAS COUNTY, CLEARWATER, FLA., WERE SELECTED AS POSSIBLE DONORS. BOTH USED A SYSTEM NAMED CRIMINAL JUSTICE INFORMATION CONTROL (CJIC). THE PINELLAS COUNTY SYSTEM HAD BEEN ADAPTED FROM THE SANTA CLARA SYSTEM AND, IN ADDITION, CJIC TRANSFER HAD BEEN SUCCESSFULLY ACCOMPLISHED AMONG A NUMBER OF OTHER MODERATE-SIZE COUNTIES. NO TRAINING MATERIALS WERE AVAILABLE, SO DEVELOPMENT OF PROCEDURES MANUALS WAS A NECESSARY FIRST STEP. A THOROUGH TRAINING PROGRAM WAS ALSO DEVELOPED, WHICH CAN BE TRANSFERRED TO THE NEXT CJIC USER. THE PROJECT SUFFERED A NUMBER OF DELAYS DUE TO PROBLEMS IN TRANSFERRING CODES, BUT AN OPERATING SYSTEM WAS IN PLACE BY DECEMBER 31, 1975. THE PROJECT SHOWED THAT CAREFULLY PLANNED AND MANAGED USE OF DESIGN TECHNOLOGY TRANSFER CAN BE AN EFFECTIVE METHOD OF SYSTEM DEVELOPMENT. DELAYS NEED NOT AFFECT THE SUCCESS OF THE PROJECT. USER PARTICIPATION IN ALL PHASES OF THE TRANSFER MAY SLOW THE PROJECT AT THE START; HOWEVER, SUCH PARTICIPATION ASSURES THAT THE PROJECT WILL MEET THE NEEDS OF THE AREA AND INCREASES ACCEPTANCE OF THE FINAL DESIGN. APPENDIXES DETAIL THE INITIAL WORK PLAN, PROVIDE THE DONOR SITE QUESTIONNAIRE, DOCUMENT MAJOR TRANSFER MODEULES AND THE MAJOR TRANSFER TASK DESCRIPTIONS, PRESENT THE IMPLEMENTATION PLAN, INCLUDE THE DATA BASE DESCRIPTION, AND LIST TECHNOLOGY TRANSFER PROJECT PROGRAMS.
