COMMUNITY PARTICIPATION IN THE TREATMENT OF OFFENDERS IN JAPANESE PENAL INSTITUTIONS IS DISCUSSED.
Abstract
THE DISCUSSION FOCUSES ON THE ESTABLISHMENT OF MEASURES FOR REDUCING THE ISOLATING EFFECTS OF CONFINEMENT AND FOR RESTORING OFFENDERS' COMMUNITY TIES, AND ON THE MOBILIZATION OF PUBLIC INTEREST IN FACILITATING THE REINTEGRATION OF OFFENDERS INTO THE COMMUNITY. JAPAN'S CLASSIFICATION SYSTEM FOR PRISONERS INCLUDES TREATMENT CATEGORIES FOR THOSE WHO REQUIRE VOCATIONAL TRAINING, MEDICAL TREATMENT, AND TREATMENT IN AN OPEN INSTITUTION. THE RESOURCES OF THE COMMUNITY ARE USED TO PROVIDE TREATMENT SERVICES IN THESE CATEGORIES. IN ADDITION TO THE CLASSIFICATION SYSTEM, OTHER MEASURES ARE TAKEN TO REDUCE THE ISOLATING EFFECTS OF IMPRISONMENT. THESE INCLUDE COLLECTIVE WALKS, IN WHICH GROUPS OF PRISONERS VISIT SCHOOLS, TEMPLES, SHRINES, HOSPITALS, AND FACTORIES; WORK CAMPS; AND FURLOUGH, WORK-RELEASE, AND STUDY-RELEASE PROGRAMS. THE VOLUNTARY PRISON VISITOR SYSTEM AND THE VOLUNTARY CHAPLAIN SYSTEM ARE THE PRIMARY MEANS OF MOBILIZING PUBLIC PARTICIPATION IN THE TREATMENT OF PRISONERS. IN ADDITION, THERE ARE EFFORTS TO PROMOTE COOPERATION BETWEEN PRISONS AND AFTERCARE ORGANIZATIONS. (LKM)
