WAYS ENVIRONMENTAL DESIGN AND SECURITY CONSCIOUSNESS TRAINING CAN BE USED TO CUT CRIME LOSSES ON NAVAL SHORE PROPERTY AND PERSONAL PROPERTY ARE PRESENTED.
Abstract
FOLLOWING A COMPREHENSIVE DISCUSSION OF THE THEORIES OF ENVIRONMENTAL DESIGN AS A CRIME PREVENTION MEASURE, A SERIES OF RECOMMENDATIONS ARE MADE FOR NEW CONSTRUCTION, PRESENT FACILITIES, AND REMODELED FACILITIES. THE THEORY OF DEFENSIBLE SPACE, MONITORED BY THOSE WHO FEEL RESPONSIBLE FOR THE TERRITORY, WAS FIRST ADVANCED IN THE EARLY 1960'S. IT REQUIRES THAT AREAS BE SMALL ENOUGH AND SO CONTAINED THAT THOSE WHO WORK IN THEM KNOW WHO DOES AND WHO DOES NOT BELONG IN THEM. IT ALSO REQUIRES SECURITY CONSCIOUSNESS ON THE PART OF PERSONNEL. IT IS RECOMMENDED THAT COURSES ON ENVIRONMENTAL DESIGN BE GIVEN TO ARCHITECTS, CONSTRUCTION ENGINEERS, SECURITY PLANNERS, AND OTHERS CONCERNED WITH PHYSICAL CHANGES. IT ALSO FOCUSES ON EMPLOYEE TRAINING, INSTRUCTING RECEPTIONISTS AND SECRETARIES IN SURVEILLANCE DUTIES, AND USING STRONG INVENTORY CONTROL PROCEDURES. GOOD SECURITY DESIGN IS ILLUSTRATED. A SERIES OF APPENDIXES DETAIL SECURITY ENGINEERING CONCEPTS APPLICABLE TO ALL INSTALLATIONS, TO THE LARGE COMPLEX, TO THE INDIVIDUAL BUILDING, AND TO THE RENOVATED BUILDING; SOURCES OF CONSULTANT SERVICES IN ENVIRONMENTAL/INDUSTRIAL SECURITY ARE PROVIDED AND THE CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN PROGRAM (CPTED) IS DESCRIBED. FORMS FOR CONDUCTING A SECURITY SURVEY ARE REPRODUCED AND A RECOMMENDED CODE FOR COMPUTER USE IN IDENTIFYING SECURITY DEFICIENCIES IS SUGGESTED. TABLES PRESENT THE CPTED STRATEGIES, LISTING THE CRIME-ENVIRONMENT PROBLEM, PHYSICAL STRATEGIES, AND SOCIAL STRATEGIES WHICH MAY BE EMPLOYED. THE APPENDED ANNOTATED BIBLIOGRAPHY IS ACCOMPANIED BY AN AUTHOR INDEX, TITLE INDEX, AND SUBJECT INDEX. (GLR)
