A PROJECT AIMED AT MEETING THE DEMANDS PLACED UPON THE BOONE COUNTY, IOWA, COUNTY ATTORNEY'S OFFICE BY HIRING A PART-TIME ASSISTANT COUNTY ATTORNEY IS EVALUATED.
Abstract
THE OVERALL GOAL OF THE PROJECT WAS TO REDUCE DISMISSAL RATES FOR CASES HANDLED BY THE COUNTY ATTORNEY, TO FACILITATE SPEEDY PROCESSING OF CASES, AND TO ENSURE EFFECTIVE PROSECUTION OF CRIMINAL CASES. THE SPECIFIC OBJECTIVES WERE TO REDUCE THE INCREASE IN DISMISSAL RATES SO THAT THE RATE DOES NOT EXCEED 20 PERCENT (10 PERCENT FOR DISMISSALS NOT DUE TO CONVICTION ON ANOTHER CHARGE); TO INCREASE THE NUMBER OF CASES DISPOSED OF BY THE COUNTY ATTORNEY'S OFFICE BY 15 PERCENT; AND TO DECREASE DELAYS BETWEEN ARREST AND INDICTMENT TO 30 DAYS AND BETWEEN INDICTMENT AND DISPOSITION TO 90 DAYS. THE OBJECTIVES APPEAR TO HAVE BEEN MET. HOWEVER, THE COUNTY'S DATA-COLLECTION EFFORT WAS SUCH THAT THE DATA MAY NOT BE TOTALLY RELIABLE. SUPPORTING DOCUMENTATION IS INCLUDED. (LKM)
