SPEECHES, QUESTION-AND-ANSWER SESSIONS, AND WORKSHOP PROCEEDINGS FROM A SEMINAR ON CORRUPTION AND ITS CONTROL IN LAW ENFORCEMENT AGENCIES ARE RECORDED.
Abstract
THE MATERIALS ARE DIVIDED INTO TWO SESSIONS. IN THE FIRST, THREE SPEECHES DEAL WITH THE NATURE OF CORRUPTION -- THE ATTITUDE OF SOCIETY TOWARD CRIMINALS AND CORRUPTION, THE FINDINGS OF A COMMISSION THAT INVESTIGATED CORRUPTION IN THE NEW YORK CITY POLICE DEPARTMENT, AND PATTERNS OF CORRUPTION OBSERVED BY A FORMER INTERNAL REVENUE SERVICE OFFICIAL. WORKSHOP SUMMARIES COVER THE DEFINITION OF POLICE CORRUPTION, POLICE-SPECIFIC CULTURES OF CORRUPTION, ETHICAL AND PROFESSIONAL CONSTRUCTS, AND CORRUPTION AND PRODUCTIVITY MANAGEMENT IN VICE CONTROL. PRESENTATIONS FROM THE SECOND SESSION CONCERN ASPECTS OF THE CONTROL OF POLICE CORRUPTION THROUGH MANAGEMENT. WORKSHOP SUMMARIES COVER THE IDENTIFICATION OF ETHICAL COMPETENCE IN POLICE WORK, MANAGEMENT AS AN ANTICORRUPTION FORCE, THE RELATIONSHIP BETWEEN CORRUPTION CONTROL AND CONVENTIONAL ADMINISTRATIVE PROCEDURES, AND FACING UP TO THE PROBLEM OF POLICE CORRUPTION. APPENDED MATERIALS INCLUDE DISCUSSIONS OF ETHICS AND POLICE PROFESSIONALISM, ETHICS AND AND POLICE PROFESSIONALISM, ETHICS AND CORRUPTION, AND IMPLEMENTATION OF A CODE OF ETHICS THROUGH HIGHER EDUCATION. AN ANNOTATED BIBLIOGRAPHY AND AN INDEX ARE PROVIDED. (LKM)
