BASED ON THE AUTHOR'S EXPERIENCE, THE ORGANIZATIONAL ISSUES INHERENT IN ADMINISTERING LARGE URBAN POLICE DEPARTMENTS ARE CONSIDERED, AND DIMENSIONS OF POLICE PERFORMANCE ARE DISCUSSED IN ADMINISTRATIVE TERMS.
Abstract
RECOGNIZING THAT POLICE DEPARTMENTS DIFFER WIDELY IN THEIR ORGANIZATIONAL STRUCTURES, IN ORDER TO BE RELEVANT TO AS MANY DEPARTMENTS AS POSSIBLE, THE DISCUSSION OF ORGANIZATION IS DIVIDED INTO FOUR AREAS: PATROL, INVESTIGATIONS, PERSONNEL, AND SUPPORT SERVICES. THE PHILOSOPHY OF MANAGEMENT DESIGN IS BASED ON THE LARGER OBJECTIVE OF SERVING THE PUBLIC BY DEALING EFFECTIVELY WITH SERIOUS THREATS TO LIFE, PROPERTY, AND THE SOCIOECONOMIC ORDER. MANAGEMENT STRATEGIES BASED ON A THOROUGH KNOWLEDGE OF THE DYNAMICS AND CAUSES OF THE PROBLEMS TO BE SOLVED ARE EMPHASIZED. CREATIVITY AND FLEXIBILITY ARE CONSIDERED ESSENTIAL INGREDIENTS IN MANAGEMENT DESIGNS THAT DEAL SUCCESSFULLY WITH MODERN URBAN PROBLEMS. FUNCTIONING EFFECTIVELY WITHIN INCREASINGLY LIMITED BUDGETS IS GIVEN PARTICULAR ATTENTION. ADMINISTRATIVE PROGRAMS ARE SUGGESTED FOR EACH DIMENSION OF POLICE PERFORMANCE. NAME AND SUBJECT INDEXES ARE INCLUDED, ALONG WITH A BIBLIOGRAPHY. (RCB)
