PLANNING AND DESIGN GUIDELINES IN KEEPING WITH THE NEW YORK STATE COMMISSION OF CORRECTION EFFORTS TO UPGRADE THE STANDARDS AND DELIVERY OF PROGRAM SERVICES ARE PRESENTED FOR LOCAL CORRECTIONAL FACILITIES.
Abstract
THE COMMISSION WILL OFFER AID AND REVIEW PLANS DURING THE VARIOUS PHASES OF CONSTRUCTION OR RENOVATION, INCLUDING NEEDS ASSESSMENT, CAPACITY/SPACE ANALYSIS, SITE AND ARCHITECTURAL CONSIDERATION, APPROVAL OF DESIGN AND CONTRACT SPECIFICATIONS, AND REVIEW AND INSPECTION OF PLANS AND CONSTRUCTION. SITE SELECTION IS SUBJECT TO COMMISSION APPROVAL AND EVALUATION, AND SHOULD BE MADE IN ACCORDANCE WITH THE SPECIFIC REQUIREMENTS OF THE FACILITY. THE GUIDELINES ALSO REVIEW LEGAL AUTHORITY, DESIGN, COMMISSION CONTACT, COMPONENT RELATIONSHIPS, SPACE ALLOCATIONS, FACILITY ENVIRONMENTS, AND OPERATING PLANS. A GRAPHIC REPRESENTATION OF PROGRAMMED SPACES IN A COUNTY DETENTION OR CORRECTIONAL FACILITY, WITH INDICATIONS OF THE BASIC RELATIONSHIPS AMONG COMPONENTS, IS ALSO PROVIDED. A SYSTEMS APPROACH TO CRIMINAL JUSTICE PLANNING IS OUTLINED. PLANNING WILL REQUIRE A STUDY OF JAIL POPULATION TRENDS, CRIMINAL JUSTICE NEEDS AND RESOURCES, EXISTING COMMUNITY RESOURCES, PROGRAM ALTERNATIVES TO INCARCERATION, AND EXISTING DETENTION FACILITIES AND INTERFACILITY COORDINATION POTENTIALS. DATA FROM THESE STUDIES WILL THEN BE INCORPORATED INTO A MASTER PLAN FOR THE JURISDICTION TOGETHER WITH RECOMMENDATIONS FOR PROGRAM IMPLEMENTATION. MINIMUM SPACE SPECIFICATIONS AND CONSTRUCTION CONSIDERATIONS FOR THE FOLLOWING BUILDING COMPONENTS ARE GIVEN: ADMINISTRATIVE SERVICES, CONTROL/COMMUNICATIONS, RECEIVING/PROCESSING, ASSESSMENT/ORIENTATION, HOUSING, MEDICAL SERVICES, VISITATION, ACTIVITY AND PROGRAM SPACES, FOOD AND LAUNDRY SERVICES, STAFF FACILITIES, VERTICAL CIRCULATION, AUXILIARY SERVICES, AND STORAGE AND MAINTENANCE. A LIST OF COMPONENT FEATURES AND EQUIPMENT IS ALSO PROVIDED TO AID IN THE ASSESSMENT OF DESIGN DATA. (JAP)
