A STATISTICAL EXAMINATION IS UNDERTAKEN OF THE COST AND UTILIZATON OF GRAND AND PETIT JURIES BY THE 10 DISTRICT COURT CIRCUITS AND THE DISTRICT OF COLUMBIA.
Abstract
A COMPILATION OF GRAND AND PETIT JUROR STATISTICS DERIVED FROM MONTHLY REPORTS SUBMITTED BY EACH DISTRICT COURT DURING FISCAL YEAR 1976 IS PRESENTED. COMPARISON STATISTICS FOR THE PETIT JUROR SYSTEM ARE PROVIDED FOR THE 5 PREVIOUS REPORTING YEARS; STATISTICS ON GRAND JURIES ARE PROVIDED FOR THE LAST 2 FISCAL YEARS. THE FIRST SECTION PRESENTS JUROR UTILIZATION DATA IN VARIOUS SUMMARY TABLES AND TEXTS; A REVIEW OF THE GRAND JURY OPERATION IN THE FEDERAL COURTS, AN OVERVIEW OF PETIT JUROR ACTIVITY, AND A HISTORICAL COMPARISON OF PETIT JUROR UTILIZATION DATA BY DISTRICT FOR THE LAST 6 YEARS ARE PROVIDED. THE NEXT SECTION CONTAINS INFORMATION ON JUROR EXPENDITURES FOR EACH DISTRICT COURT, AS WELL AS NATIONAL FIGURES FOR JUROR COSTS; GRAND JUROR COSTS AND PETIT JUROR EXPENDITURES ARE CONSIDERED INDIVIDUALLY. THE LAST SECTION PROVIDES INDIVIDUAL JUROR USAGE PROFILES FOR EACH OF THE 94 DISTRICTS. THE PETIT JUROR PORTION OF THE PROFILES PRESENTS DATA ON THE UTILIZATION OF PETIT JURORS WITHIN PARTICULAR DISTRICTS, WHILE THE GRAND JUROR PORTION PROVIDES A SUMMARY DATA ON ALL GRAND JURY ACTIVITY WITHIN INDIVIDUAL DISTRICTS. EACH UTILIZATION PROFILE CONTAINS HISTORICAL COMPARISON DATA FOR SELECTED AREAS OVER A 5-YEAR PERIOD. EACH PROFILE IS INTENDED TO ILLUSTRATE ALL PERTINENT JUROR STATISTICS FOR FISCAL YEAR 1976 IN A FORMAT THAT WILL PROVIDE AN OVERALL PICTURE OF BOTH THE JURY SYSTEM AND THE EFFICIENCY OR INEFFICIENCY OF THE JURY OPERATIONS WITHIN INDIVIDUAL DISTRICTS.
