A POLICY AND PROCEDURES MANUAL TO GUIDE THE OPERATIONS OF THE TRIBAL POLICE AGENCY SERVING THE FIFTH LARGEST AMERICAN INDIAN RESERVATION IN THE UNITED STATES IS PRESENTED.
Abstract
THE FLATHEAD RESERVATION COVERS 1,942 SQUARE MILES IN THE MISSION VALLEY OF NORTHERN MONTANA. MOST OF THE LAND IS OWNED BY WHITES, WHO OUTNUMBER THE 2,600 SALISH AND KOOTENAI TRIBE MEMBERS 6 TO 1. THE TRIBES EXERCISE JURISDICTION ONLY OVER MISDEMEANORS COMMITTED BY RESERVATION INDIANS. THE THREE COUNTIES IN WHICH THE RESERVATION IS LOCATED ASSUME MUCH OF THE LAW ENFORCEMENT RESPONSIBILITY, SEVERELY CONSTRAINING THE ACTIVITIES OF THE 13-MAN (11 SWORN OFFICERS, 2 CIVILIANS) TRIBAL POLICE AGENCY. THE TECHNICAL ASSISTANCE REPORT PRAISES THE TRIBAL AGENCY'S ADMINISTRATION AND TRAINING EFFORTS, POINTS OUT THE AGENCY'S UNIQUE PROBLEMS, AND PROPOSES A POLICY AND PROCEDURE MANUAL FOR THE AGENCY'S CONSIDERATION. THE MANUAL COVERS DEPARTMENTAL ORGANIZATION, RULES AND REGULATIONS, PROCEDURES, GENERAL ORDERS, AND PROCEDURAL ORDERS. RECOMMENDATIONS FOR REVIEW OF THE PROPOSED MANUAL BY THE POLICE CHIEF, HIS SUBORDINATES, AND THE TRIBAL COUNCIL ARE PRESENTED, TOGETHER WITH SUGGESTIONS FOR IMPLEMENTING THE MANUAL. (LKM)
