THIS PLAN FOR AN IMPROVED RADIO COMMUNICATIONS SYSTEM FOR THE IOWA STATE POLICE USES COUNTYWIDE SYSTEMS TO RECEIVE ALL CALLS ORIGINATING WITH EITHER STATE OR LOCAL AGENCIES AND TO COORDINATE DISPATCHING.
Abstract
THE PLAN INCORPORATES EXISTING COMMUNICATIONS SYSTEMS WITH ADDITIONAL ELECTRONIC EQUIPMENT AND IS OPEN-ENDED TO ALLOW FOR EXPANSION. THE COUNTYWIDE COORDINATION OF STATE, COUNTY, MUNICIPAL, AND PRIVATE FACILITIES FOR LAW ENFORCEMENT WILL LINK LAW ENFORCEMENT AGENCIES, THE IOWA HIGHWAY PATROL EMERGENCY MEDICAL SERVICES, AND FIRE, RESCUE, MUTUAL AID, AND CIVIL DEFENSE UNITS. A COMMON EMERGENCY NUMBER IS PLANNED, ALONG WITH LINKS TO BASE/MOBILE/PORTABLE/AIRCRAFT RADIO CHANNELS WHICH CAN OPERATE ON A NATIONWIDE TACTICAL FREQUENCY. A GENERAL IMPLEMENTATION SCHEDULE AND BUDGET ARE PROVIDED, AS ARE SCHEMATIC DIAGRAMS FOR TECHNICAL DATA, TABLES LISTING SPECIFICATIONS FOR TRANSMITTERS, RECEIVERS, AND OTHER TECHNICAL COMPONENTS; DESCRIPTIONS OF THE SYSTEM IN BOTH URBAN AND RURAL COUNTIES, DESCRIPTIONS OF ADMINISTRATIVE SUPPORT, TELEPHONE LINK GUIDELINES AND EQUIPMENT FUNCTIONS, PLANNING AND FUNDING GUIDELINES, RECOMMENDATIONS FOR PROCEDURES TO BE FOLLOWED DURING THE PLANNING AND IMPLEMENTATION STAGES, AND TABLES LISTING SPECIFICATIONS FOR TRANSMITTERS, RECEIVERS, AND OTHER TECHNICAL COMPONENTS.
