GUIDELINES FOR ENCOURAGING CITIZENS TO PARTICIPATE IN PROJECTS AIMED AT REDUCING CRIME AND FEAR OF CRIME BY MANIPULATING VARIABLES IN THE ENVIRONMENT ARE PRESENTED.
Abstract
THE GUIDELINES ARE BASED ON THE EXPERIENCES OF CPTED DEMONSTRATION PROJECTS AT THREE CITIES: A COMMERCIAL STRIP IN PORTLAND, ORE., FOUR PUBLIC HIGH SCHOOLS IN BROWARD COUNTY, FLA.; AND A LOW-DENSITY NEIGHBORHOOD IN MINNEAPOLIS, MINN. AN OVERVIEW OF THE CPTED CONCEPT AND THE ROLE OF CITIZEN PARTICIPATION IN CPTED PLANNING AND IMPLEMENTATION IS PRESENTED. CITIZEN PARTICIPATION IN ALL PHASES--POLICY DETERMINATION, PROJECT PLANNING, ORGANIZATION, IMPLEMENTATION, EVALUATION--IS DISCUSSED. SUGGESTIONS ON HOW TO INVOLVE CITIZENS IN EACH PHASE ARE PRESENTED, TOGETHER WITH ADVICE ON SPECIFIC ANTICRIME PROGRAMS, (BLOCK WATCH CLUBS, CITIZEN PATROLS, OPERATION IDENTIFICATION, CITIZEN CRIME REPORTING PROJECTS, ANONYMOUS TIP PROGRAMS, DISSEMINATION OF INFORMATION). REVIEWS OF THE EXPERIENCES OF THE THREE CPTED DEMONSTRATION PROJECTS INCLUDE DISCUSSIONS OF TACTICS USED TO ORGANIZE CITIZENS.
