STATEMENTS OF EIGHT SWEDISH GOVERNMENT OFFICIALS ON HARD-CORE UNEMPLOYABLES, PARTICULARLY EX-OFFENDERS, AND DISCUSSION FROM A CONFERENCE ON THE GOVERNMENT'S ROLE IN AIDING AND EMPLOYING SUCH PERSONS ARE PRESENTED.
Abstract
THE SWEDISH ASSOCIATION FOR GOVERNMENT PERSONNEL ADMINISTRATION (SPN) AND THE ORGANIZATION FOR THE TRAINING AND EDUCATION OF CIVIL SERVICE WORKERS (PUN) SPONSORED A CONFERENCE ON EMPLOYING EX-OFFENDERS WITHIN GOVERNMENT AND GOVERNMENT-RELATED AGENCIES TO COUNTERACT THE PERVASIVE SOCIAL HANDICAP THAT THESE PERSONS EXPERIENCE UPON RELEASE AND RESUMPTION OF SELF-SUPPORT. PARTICIPANTS WERE LABOR UNION OFFICIALS, ATTORNEYS, GOVERNMENT ADMINISTRATORS, AND THE MINISTER OF THE DEPARTMENT OF JUSTICE. DISCUSSION COVERED POSSIBILITIES WITHIN THE GOVERNMENT SECTOR FOR EX-OFFENDER EMPLOYMENT, THE PAST HISTORY OF THE GOVERNMENT IN HIRING SOCIALLY HANDICAPPED PERSONS, THE GOVERNMENT'S SOCIALLY RESPONSIBILITY TO EMPLOY RELEASEES IN VIEW OF THE EVIDENCE OF REDUCED RECIDIVISM ASSOCIATED WITH THEIR EMPLOYMENT, AND THE GOVERNMENTS FUNCTION AS A MODEL EMPLOYER. PROBLEMS IN HIRING EX-OFFENDERS AND RECOVERING DRUG ABUSERS WERE ALSO SOUNDED: THE LIMITED EDUCATION AND WORK EXPERIENCE OF MANY OF THESE PERSONS, THE ATTITUDES OF COWORKERS, THE SAFETY PROBLEMS ASSOCIATED WITH THEIR EMPLOYMENT, THE POSSIBILITY OF COMPENSATING A PARTICULAR EMPLOYEE TO ACT AS A SUPPORT OR AND ADVOCATE, AND THE WORK QUALITY TO EXPECT FROM THESE PERSONS. PRACTICAL CONSIDERATIONS FOR ORIENTING THESE PERSONS TO THE PROPER WORKING MODE ALSO ARE DISCUSSED. THAT THE RESOCIALIZATION AND INTEGRATION OF SOCIALLY HANDICAPPED PERSONS INTO A WORKING ENVIRONMENT ARE NOT EASY TASKS OR SHORT-TERM PROCESSES IS STRESSED THROUGHOUT THE CONFERENCE DISCUSSIONS AS IS THE NEED FOR SYSTEMATIC INFORMATION ON POTENTIAL PROBLEMS IN AND SOLUTIONS TO HIRING EX-OFFENDERS, ABUSERS, AND OTHER SUCH PERSONS. --IN SWEDISH.
