THE HISTORY AND IMPACT OF POLICE UNIONS ARE DISCUSSED AND THE STRUCTURE AND PROCESS OF COLLECTIVE BARGAINING ARE EXAMINED IN A CHAPTER FROM A TEXT DIRECTED TO POLICE ADMINISTRATORS.
Abstract
THE CHAPTER OPENS WITH BRIEF REVIEWS OF THE GROWTH OF ORGANIZED LABOR IN GENERAL AND WITHIN THE PUBLIC SECTOR IN PARTICULAR. THE ORIGINS OF THE POLICE LABOR MOVEMENT ARE TRACED, AND EXAMPLES OF RESISTANCE TO POLICE UNIONS ARE CITED. FACTORS ACCOUNTING FOR THE INCREASING MILITANCY OF THE POLICE LABOR MOVEMENT IN THE 1960'S ARE NOTED AND THE IMPACT OF POLICE UNIONS ON POLICE ORGANIZATIONS IS DISCUSSED RELATIVE TO DISCIPLINARY PRACTICES, THE QUESTION OF DIVIDED LOYALTIES ON THE PART OF POLICE OFFICERS, POLITICAL IMPLICATIONS, AND CONFLICTS OF INTEREST. ASPECTS OF THE COLLECTIVE BARGAINING PROCESS FOR PUBLIC EMPLOYEES IN NEW YORK STATE -- DETERMINING BARGAINING UNITS, PREPARING TO BARGAIN, PROCEDURES AT THE BARGAINING TABLE, DETERMINING WHICH ISSUES ARE NEGOTIABLE AND WHICH ARE NOT, RESOLVING IMPASSES, FACT-FINDING, LABOR-MANAGEMENT COMMITTEES -- ARE DISCUSSED. CONTRACT PROVISIONS NECESSARY TO PROTECT THE RIGHTS OF MANAGEMENT ARE NOTED. THE PROCESS OF GRIEVANCE HANDLING WITHIN THE FRAMEWORK OF PUBLIC EMPLOYEE AGREEMENTS IS OUTLINED. RECOMMENDATIONS FOR DEVELOPING SKILLS AND ATTITUDES IN EMPLOYEE RELATIONS AND FOR TAKING PART IN THE COLLECTIVE BARGAINING PROCESS ARE ENUMERATED. A SUMMARY AND A LIST OF QUESTIONS ACCOMPANY THE CHAPTER. (LKM)
