THE DISCUSSION TOUCHES ON SUCH ISSUES AS CITIZEN RESPONSIBILITY, IMPARTIAL POLICE SERVICE, THE USE OF FORCE, POLICE UNION ACTIVISM, FISCAL RESPONSIBILITY, RELATIONS WITH THE MEDIA, AND LEGAL SOURCES OF AUTHORITY. OTHER TOPICS INCLUDE ETHNIC BALANCE IN THE POLICE DEPARTMENT, MANAGEMENT BY PARTICIPATION, WOMEN IN POLICING, CYNICISM AMONG POLICE, PROFESSIONAL SOLITUDE, AND COMMUNITY AWARENESS.
