STEPS INVOLVED IN PLANNING FOR AND ESTABLISHING A SECURITY DEPARTMENT ON A COLLEGE OR UNIVERSITY CAMPUS ARE REVIEWED. PERSONNEL QUALIFICATIONS, TRAINING, AND EQUIPMENT ARE CONSIDERED.
Abstract
THE DECISION TO CREATE AN INSTITUTIONAL SECURITY DEPARTMENT SHOULD BE BASED ON A FIRM COMMITMENT TO ADMINISTRATIVE, BUDGETARY, AND PERSONNEL REQUIREMENTS. THE EXTENT OF CRIME PROBLEMS AND THE ABILITY OF EXTERNAL AGENTS TO CONTROL THIS PROBLEM SHOULD BE EVALUATED AND COMPARED TO THE INSTITUTION'S WILLINGNESS TO CONTROL LAW ENFORCEMENT AND SECURITY FUNCTIONS AND INTEGRATE THE DEPARTMENT INTO THE ORGANIZATION. ESSENTIAL SERVICES TO BE PROVIDED ARE DELINEATED AND ADDITIONAL SERVICES ARE SUGGESTED. IN PLANNING, THE ACCESSIBILITY OF THE INSTITUTION SHOULD BE CONSIDERED. A POLICY MANUAL WILL BE ESSENTIAL, AND POLICIES AND PROCEDURES MUST BE WELL-DEFINED. SECURITY POLICE POWERS SHOULD INCLUDE ARREST BY WARRANT, ON VIEW, AND UPON PROBABLE CAUSE, LAWFUL SEARCHES, DIRECTION AND CONTROL OF TRAFFIC, CRIME INVESTIGATION, AND USE OF NECESSARY FORCE. A UNIFORM SYSTEM OF RECORDS, FILES, AND REPORTS MUST BE ESTABLISHED. THE DIRECTOR OF THE DEPARTMENT SHOULD BE SELECTED ON THE BASIS OF EXPERIENCE IN LAW ENFORCEMENT. OFFICERS SHOULD BE COMFORTABLE IN THE UNIVERSITY ENVIRONMENT, PREFERABLY HAVING BEEN UNIVERSITY STUDENTS THEMSELVES. A CONTINUOUS INSERVICE TRAINING PROGRAM SHOULD BE IMPLEMENTED. THE TYPE OF UNIFORM IS DISCUSSED, AND SEVERAL ELECTRONIC AND COMMUNICATIONS SYSTEMS ARE DESCRIBED AS ADAPTABLE TO THE CAMPUS SECURITY DEPARTMENT. IT CAN BE EFFECTIVE TO RECRUIT STUDENTS FOR SECURITY PATROL. SOME INSTITUTIONS EMPLOY A FORCE LARGELY COMPOSED OF STUDENTS. CONTRACT AND PART-TIME SECURITY SERVICES ARE BENEFICIAL WHEN USED AS SUPPLEMENTARY PERSONNEL ON SPECIAL OCCASIONS. THOUGH THE SECURITY DEPARTMENT SHOULD BE INDEPENDENT, IT SHOULD MAINTAIN LIAISONS WITH OTHER LAW ENFORCEMENT AGENCIES. (DAG)
