GOALS AND STANDARDS FOR COMMUNITY CRIME PREVENTION, JUVENILE JUSTICE, POLICE, PROSECUTION AND DEFENSE, AND CORRECTIONS IN NEW YORK ARE SET FORTH.
Abstract
AN INTRODUCTORY SECTION EXPLAINS THE ORGANIZATION AND FUNCTIONS OF NEW YORK'S DIVISION OF CRIMINAL JUSTICE SERVICES, THE AGENCY THAT ASSISTS IN THE DEVELOPMENT OF CRIMINAL JUSTICE POLICIES, PLANS, AND PROGRAMS. THE PROCESS BY WHICH THE STANDARDS AND GOALS WERE DEVELOPED IS EXPLAINED, AND BASIC VEHICLES FOR IMPLEMENTING THE STANDARDS AND GOALS (I.E., LEAA FUNDS AND MATCHING MONIES, LEGISLATION, ADMINISTRATIVE POLICY CHANGE, AND RESOURCE REALLOCATION) ARE IDENTIFIED, EACH SECTION OF STANDARDS AND GOALS OPENS WITH A LIST OF TASK FORCE AND ADVISORY PANEL MEMBERS WHO TOOK PART IN DEVELOPING THE STANDARDS AND GOALS, FOLLOWED BY AN OVERVIEW OF THER EFFORTS AND FINDINGS. EACH GOAL CONSISTS OF A DESCRIPTION OF A LONG-RANGE CHANGE THAT THE TASK FORCE WISHES TO SEE ACCOMPLISHED IN THE CRIMINAL JUSTICE SYSTEM. THE GOAL STATES THE GENERAL DIRECTION IN WHICH CHANGE IS TO OCCUR, WHEREAS STANDARDS ARE STATEMENTS OF THE SHORT-RANGE CHANGES OR STEPS THAT MUST BE TAKEN IF THE GOALS IS TO BE ACHIEVED. THE STANDARDS ARE AS SPECIFIC AS POSSIBLE AND PERMIT MEASUREMENT OF PROGRESS TOWARD ACHIEVING THE GOALS. EXPLANATIONS OF THE RATIONALE UNDERLYING THE GOALS AND STANDARDS ARE PRESENTED IN COMMENTARIES. LISTS OF REFERENCES ARE INCLUDED. (LKM)
