THIS ARTICLE DISCUSSES THE CONCEPTS OF EFFECTIVE MANAGEMENT AND CONTROL IN PROMOTING LEGAL AWARENESS AND DECREASING THE CRIME RATE.
Abstract
THE CRIME RATE IN POLAND DECREASED 29% FROM 1971 TO 1972-1975, PARTICULARLY IN THE AREAS OF MURDER, ROBBERY, AND RAPE. THIS DECREASE IS ATTRIBUTED TO AN INCREASED LEGAL AWARENESS, AS WELL AS TO MORE EFFICIENT AND EFFECTIVE MANAGEMENT AND CONTROL. CRIMES AGAINST SOCIAL PROPERTIES, PARTICULARLY BRIBERY AND CORRUPTION, HAVE BEEN INCREASING. THOSE ECONOMIC UNITS CONCERNED WITH THE PURCHASING, PROCESSING AND DISTRIBUTION OF PRODUCTS ARE MOST THREATENED BY CRIMES AGAINST SOCIAL PROPERTY. IT IS BELIEVED THAT ALCOHOLISM AND SOCIAL PARASITISM ARE THE PRIME CAUSES OF THE INCREASED CRIME RATE IN SOME AREAS. PENAL REPRESSION, TO REEDUCATE AND REFLECT A SENSE OF JUSTICE, IS NECESSITATED BY THIS INCREASE. PROPHYLACTIC ACTIVITIES, DIRECTED AT ELIMINATING THE SOURCES OF CRIME, HAVE ENCOURAGED COOPERATION BETWEEN THE ADMINISTRATORS OF ECONOMIC UNITS AND SOCIAL ORGANIZATIONS. THESE ACTIVITIES SERVE TO REINFORCE SOCIAL DISCIPLINE AND CRIMINAL DETECTION. THE GENERAL PROSECUTOR'S OFFICE MAINTAINS COMMUNICATION WITH LOCAL DEPARTMENTS TO PROVIDE THE PUBLIC WITH INFORMATION AND TO CONDUCT ADEQUATE PROGRAMS FURTHERING THE CONCEPT OF LEGAL AWARENESS. IT IS SUGGESTED THAT THE FUTURE CRIME RATE SHOULD CONTINUE TO DECREASE BECAUSE OF THE UTILIZATION OF SUCH PROGRAMS. TABULAR DATA, REFERENCES AND FOOTNOTES ARE NOT INCLUDED. (JCP)
