THIS IS THE REBUTTAL OF THE EVALUATORS OF THE PUBLIC INTEREST LAW CENTER OF PHILADELPHIA TO COMMENTS MADE BY PROJECT STAFF ON EVALUATION STATEMENTS.
Abstract
THIS RESPONSE POINTS OUT THAT THE EVALUATION DID NOT INDEPENDENTLY INVESTIGATE CASES THAT WERE REFERRED TO THE POLICE, BUT SIMPLY REVIEWED POLICE FILES. THE EVALUATORS' STATEMENT THAT SOME CASES WERE 'TRIVIAL IN THE EXTREME' WAS NOT BASED ON THE EXTENT OF THE COMPLAINANT'S INJURIES, BUT RATHER UPON THE BASIS FOR LIABILITY IN EACH CASE. IT IS POINTED OUT THAT MANY OF THE INJURIES WERE SERIOUS AND THAT THE PROJECT HAD PROVIDED CITIZENS WITH A GOOD GRIEVANCE MECHANISM. THE PROJECT IS ALSO ENCOURAGED TO CONTINUE ITS CRITICAL REVIEW OF POLICE PROCEDURES, AS THESE HAVE IMPROVED POLICE HANDLING OF CITIZEN COMPLAINTS. TECHNICALITIES OF THE FOURTH-YEAR GRANT REFUNDING PROPOSAL ARE ALSO DISCUSSED. (GLR)
