THIS DRAFT OF STANDARDS DEVELOPED BY THE FEDERAL CORRECTIONS POLICY TASK FORCE PRESENTS GUIDELINES TO IMPROVE THE QUALITY AND EFFECTIVENESS OF THE NATION'S PRISONS AND JAILS.
Abstract
THE STANDARDS PRESENTED ARE CONSIDERED TO BE RESPONSIVE TO CONSTITUTIONAL ISSUES IN RECENT COURT RULINGS. THEIR APPLICATION IS INTENDED TO PROMOTE PRACTICES THAT ARE HUMANE AND RESPONSIVE TO THE BASIC CONSTITUTIONAL RIGHTS OF THE INDIVIDUAL. THEY ARE FURTHER INTENDED TO PROMOTE PRACTICES WHICH WILL ENSURE THAT CORRECTIONAL FACILITIES ARE SAFE, SECURE, AND MANAGEABLE. IT IS NOTED THAT FEDERAL STANDARDS, WHILE BINDING ON FEDERAL CORRECTIONAL FACILITIES, ARE NOT MANDATORY FOR CORRECTIONAL FACILITIES OF STATE AND LOCAL GOVERNMENTS, BUT PROVIDE GUIDELINES FOR OPERATION. THE STANDARDS PROPOSED TREAT THE FOLLOWING SUBJECTS: INMATE RIGHTS, PHYSICAL PLANT; SANITATION, SAFETY, AND HYGIENE; FOOD SERVICE; MEDICAL CARE AND HEALTH SERVICES; SECURITY AND CONTROL; SUPERVISION OF INMATES; RECEPTION AND ORIENTATION; CLASSIFICATION; INMATE RULES AND DISCIPLINE; SPECIAL MANAGEMENT INMATES; MAIL AND VISITING; INMATE MONEY AND PROPERTY CONTROL; INMATE WORK PROGRAMS; RELIGIOUS SERVICES; RECREATION AND INMATE ACTIVITIES; EDUCATION AND VOCATIONAL TRAINING; LIBRARY SERVICES; SOCIAL SERVICES AND COUNSELING; RELEASE PREPARATION AND TEMPORARY RELEASE; AND ADMINISTRATION AND MANAGEMENT.
