Abstract
THE REPORT PROVIDES INFORMATION ON THE OPERATION OF THE KANSAS DEPARTMENT OF CORRECTIONS AND THE ADULT FELONY OFFENDER IN CUSTODY. SUCH INFORMATION INCLUDES THE FOLLOWING TABULATED DATA: THE NUMBER OF AUTHORIZED EQUIVALENT FULL-TIME POSITIONS; THE APPROVED FISCAL YEAR 1978 BUDGET AND THE ESTIMATED ANNUAL AND PER DAY CAPITA OPERATING COSTS; THE INSTITUTIONAL ADMISSIONS AND RELEASES BY CATEGORY FOR THE PAST 6 FISCAL YEARS; THE AVERAGE DAILY INSTITUTIONAL INMATE CENSUS ON JUNE 30, 1977, AS COMPARED TO JUNE 30, 1976; THE AGE, RACE, AND EDUCATIONAL LEVELS OF THE INMATE POPULATION ON JUNE 30, 1977; AND OTHER DESCRIPTIVE AND CRIMINAL CONVICTION DATA. THE NUMBER OF MALES INCARCERATED ON JUNE 30, 1977, INCREASED BY 284 (15.3 PERCENT) OVER JUNE 30, 1976, WHILE THE NUMBER OF FEMALES OVER THE SAME PERIOD REMAINED ESSENTIALLY THE SAME. THE PROBATION AND PAROLE CASELOAD INCREASED BY 349 (12.6 PERCENT) DURING THIS PERIOD. ON JUNE 30, 1977, 5,585 PERSONS WERE IN CUSTODY. DEPARTMENTAL PROGRAMS WILL BE OPERATED IN FISCAL YEAR 1978 BY 1,132.5 AUTHORIZED EQUIVALENT FULL-TIME POSITIONS FUNDED WITHIN THE DEPARTMENT'S BUDGETS, 10 POSITIONS FUNDED THROUGH THE DIVISION OF VOCATIONAL REHABILITATION OF THE DEPARTMENT OF SOCIAL AND REHABILITATION SERVICES, AND APPROXIMATELY 82 CONTRACTED EDUCATIONAL PROGRAM POSITIONS. GRAPHS ALSO ARE INCLUDED. A PROFILE OF THE ADULT INMATE POPULATION IN CUSTODY AS OF SEPTEMBER 30, 1977, IN TERMS OF CRIMES COMMITTED, CONVICTION RECORDS, AND PREDOMINANT PROGRAM NEEDS IS CONTAINED IN A SUPPLEMENTAL REPORT (SEE NCJ-52316).
