Abstract
THE KENOSHA POLICE DEPARTMENT DATA ANALYSIS RETRIEVAL TEAM GRANT APPLICATION WAS APPROVED IN JANUARY 1978. PROJECT GOALS WERE TO INCREASE THE CLEARANCE RATE OF REPORTED CRIME BY 10 PERCENT AND DECREASE THE NUMBER OF STREET CRIMES BY 10 PERCENT. OBJECTIVES WERE AS FOLLOWS: TO MAINTAIN FILES DESCRIBING SUSPECTS WITH A CROSS-REFERENCE TO METHOD OF OPERATION FILES OF ARRESTED SUSPECTS ON OTHER OFFENSES; TO PROVIDE INVESTIGATIVE LEADS TO LINE OFFICERS AND INVESTIGATIVE OFFICERS BY FURNISHING LISTS OF SUSPECTS WHOSE METHODS OF OPERATION MATCH THOSE OF CURRENT OFFENSES; TO PROVIDE CRIME BULLETINS FOR LINE OFFICERS; AND TO ASSIST IN THE COORDINATION AND ASSIGNMENT OF PERSONNEL. IT IS REPORTED THAT ALL OF THE OBJECTIVES WERE MET. A DAILY CRIME UPDATE PREPARED BY THE CRIME ANALYST FOR EVERY LINE OFFICER WAS INSTITUTED, LISTING THE MORE SERIOUS CRIMES AND/OR CRIMES MOST LIKELY TO BE SOLVED THAT WERE REPORTED IN THE PREVIOUS 24-HOUR PERIOD. A DAILY CONFIDENTIAL REPORT WAS MADE AVAILABLE UPON REQUEST TO SHIFT COMMANDERS WHO NEED INFORMATION NOT CONTAINED IN THE DAILY CRIME UPDATE. A METHOD OF OPERATION REPORT ON PART I CRIMES WAS INSTITUTED, RELAYING INFORMATION ON KNOWN OR SUSPECTED VIOLATORS WHICH INCLUDES ADDRESSES, ALIASES, CRIME SPECIALTY, ASSOCIATES, AND VEHICLES. A WEEKLY AND MONTHLY REPORT ON CRIME STATISTICS WAS INITIATED. IN ADDITION, A CHART OF THE TOTAL NUMBER OF DISPATCH CALLS PER MONTH OVER A 2-YEAR PERIOD WAS COMPILED. AN ARMED ROBBERY LOG WAS PREPARED WEEKLY FOR DISTRIBUTION TO PAROLE OFFICERS, AND OTHER CHARTS AND MAPS RELATED THE NUMBER OF CALLS, RESPONSE TIME, AND MINUTES OF POLICE WORK TO GEOGRAPHIC AREA. WHILE ALL OF THE PROJECT'S OBJECTIVES WERE MET, THE SECOND GOAL, REDUCING STREET CRIME, WAS NOT MET. IT IS SUGGESTED THAT THIS GOAL MIGHT BE DECREASED OR EVEN ELIMINATED. TABULAR DATA ON CRIMES ARE INCLUDED. (RCB)
