THIS STATISTICAL AND NARRATIVE REPORT SUMMARIZES THE THE WORK OF THE DEPARTMENT DURING THE FIRST YEAR OF ITS TEAM POLICING EXPERIMENT. THE EXPERIMENT IS PRAISED. THE REPORT ALSO CONTAINS OFFENSE, ARREST, AND BUDGET DATA.
Abstract
ST. PAUL, MINN., DIVIDED ITS PATROL UNITS INTO SIX TEAMS, THREE IN EACH OF TWO SECTORS. REPORTS FROM EACH SECTOR INDICATE THAT THE TEAMS ARE PROVIDING MORE FREQUENT PATROL SERVICE, THEY ARE ENLISTING GREATER CITIZEN COOPERATION, RESPONSE TIME IS DECREASING, AND THE CITIZENS HAVE A GREATER PERCEPTION OF POLICE PROTECTION. THE DEPARTMENT ALSO HANDLED A NUMBER OF MAJOR POLICING PROBLEMS, INCLUDING THE FUNERAL OF FORMER U.S. VICE-PRESIDENT HUBERT HUMPHREY, WHICH WAS THE LARGEST ASSEMBLY OF NATIONAL AND INTERNATIONAL LEADERS EVER CONDUCTED OUTSIDE OF WASHINGTON, D.C. COOPERATION AMONG TEAMS IS DESCRIBED. STATISTICS GIVE OFFENSES BY TEAM AREA, ARREST AND CLEARANCE RATES, OFFENDER DATA, AND TRAFFIC ACCIDENT DATA. JUVENILE DATA IS BRIEFLY SUMMARIZED. ADMINISTRATIVE STATISTICS COVER: HOURS OF TRAINING, CALLS HANDLED AT THE COMMUNICATIONS CENTER, THE WORK OF THE CRIME LABORATORY, PERSONNEL DATA, AND THE WORK OF THE RECORDS AND IDENTIFICATION UNIT. CHARTS ILLUSTRATE THE DISTRIBUTION OF THE TOTAL POLICE BUDGET. (GLR)
