EMPHASIZING THE TRAFFIC OFFICER'S NEED FOR CONFIDENCE, COMMAND, CLARITY, AND COURTESY, THE FILM OUTLINES THE TWO OVERRIDING CONCERNS OF EFFECTIVE TRAFFIC MANAGEMENT--SAFETY AND SMOOTH TRAFFIC FLOW. THE USE OF WHISTLES, HAND MOVEMENTS, FLARES, AND SAFETY VESTS IS DEMONSTRATED, ALONG WITH TECHNIQUES FOR HANDLING BOTH SIMPLE AND COMPLEX ROADWAY INTERSECTIONS, INCLUDING ONE INVOLVING FIVE OR MORE STREETS AND AVENUES CROSSING ONE ANOTHER AT A SINGLE POINT.
