Abstract
QUESTIONNAIRES GATHERED DATA FROM THE FEDERAL REPUBLIC OF GERMANY, BELGIUM, FRANCE, LUXEMBURG, THE NETHERLANDS, DENMARK, FINLAND, NORWAY, SWEDEN, SWITZERLAND, ENGLAND, WALES, AND SCOTLAND. (ENGLAND, WALES, AND SCOTLAND ARE TREATED AS A UNIT ALTHOUGH THE COMMENTARY POINTS OUTS THE MANY SIGNIFICANT DIFFERENCES BETWEEN POLICE ORGANIZATION IN ENGLAND AND WALES AND IN SCOTLAND.) THE QUESTIONS COVER THE ORGANIZATION OF THE VARIOUS POLICE FORCES IN THE COUNTRY, THE MINISTRIES RESPONSIBLE, THE RATIOS BETWEEN POLICE OFFICIALS AND POPULATION, AND POLICE FUNDING. REQUIREMENTS FOR POLICE OFFICERS, TRAINING, REGULATIONS COVERING PROMOTION, THE VARIOUS SPECIAL FORCES AND SPECIAL CAREER OPPORTUNITIES AVAILABLE, AND GENERAL POLICE REGULATIONS ARE INCLUDED. A SERIES OF TABLES GIVE POLICE SALARY SCALES FOR EVERY COUNTRY EXCEPT SWITZERLAND. SPECIAL PAYMENTS, SICK LEAVE PROVISONS, AND RETIREMENT PAY ARE ALSO SUMMARIZED. ANOTHER SERIES OF TABLES REVIEW TRAVEL EXPENSE REIMBURSEMENT, WHILE A NARRATIVE SUMMARY COVERS PAYMENTS TO WIDOWS AND ORPHANS. THE SECTION ON GENERAL LAW SURVEYS BOTH THE GENERAL LAW ENFORCEMENT DUTIES OF THE VARIOUS POLICE ORGANIZATIONS AND THE RELATIONSHIP BETWEEN THE POLICE AND ARMED FORCES IN THE HANDLING OF EXPLOSIVES OR TERRORITS CRIMES. ALL OF THE COUNTRIES HAVE SOME FORM OF POLICE TRADE UNION; THEIR PURPOSES AND ACTIVITIES ARE REVIEWED. THE FINAL SECTION EXAMINES THE STATUS OF FEMALE POLICE OFFICERS; FINDINGS INDICATE THAT THEY ARE LIMITED IN NUMBER AND OFTEN DO NOT HAVE OFFICAL POLICE STATUS. (GLR)
