THE RELATIONSHIP BETWEEN THE WEST GERMAN FEDERAL BUREAU OF CRIMINAL INVESTIGATION AND POLICE COUNSELING SERVICES IS ANALYZED.
Abstract
THE BUREAU IS LEGALLY MANDATED TO SUPPORT STATE POLICE IN CRIME PREVENTION AND MUST, TO THAT END, GATHER AND EVALUATE INFORMATION ON COUNSELING WORK, RELEVANT RESEARCH, AND TECHNICAL DEVELOPMENTS. WHILE THE STATES KEEP SUCH INFORMATION SEPARATELY, A CENTRAL COMPUTERIZED SYSTEM MANAGED BY THE BUREAU COULD ELIMINATE DISPARITIES AND PROVIDE INSIGHT INTO PROBLEMS SHARED BY ALL THE STATES AS WELL AS A BASIS FOR SOLVING COMPLEX TECHNICAL OR ORGANIZATIONAL PROBLEMS. THE BUREAU IS ESPECIALLY SUITED FOR SUCH INFORMATION ACTIVITIES BECAUSE IT SERVES AS THE INTERPOL INFORMATION CENTER FOR WEST GERMANY AND THEREFORE HAS READY ACCESS TO INTERNATIONAL INFORMATION, STATISTICS, AND COUNSELING EXPERIENCE. THE COLLABORATIVE EFFORTS OF THE BUREAU ARE EFFECTIVE AT HOME IN COMMITTEE WORK FOR SUCH AREAS AS ESTABLISHING NORMS FOR DOORS AND LOCKS, GUIDELINES FOR DEFENSE SYSTEMS, PREPARING INSTALLATION PLANS FOR BANK SURVEILLANCE SYSTEMS, AND DEVISING STORAGE PRECAUTIONS OF EXPLOSIVES. ABROAD, THE BUREAU CAN ADVISE UNDERDEVELOPED COUNTRIES IN THE USE OF SECURITY AND SURVEILLANCE TECHNIQUES. THE BUREAU IS ALSO REQUIRED BY LAW TO PROTECT THE FEDERAL PRESIDENT AND LEGISLATORS AS WELL AS TO COUNSEL THEM ON MEASURES AND HABITS WHICH MAY AFFECT THEIR SAFETY. SUGGESTIONS OF THE PUBLIC ON CRIME PREVENTION, PARTICULARLY AFTER SPECTACULAR CRIMES, ARE TO BE EVALUATED BY THE BUREAU'S COUNSELING SERVICES. FINALLY, THE LAW ASSIGNS THE BUREAU THE TASK OF DESIGNING TRAINING PROGRAMS FOR POLICE SPECIALTIES SEMINARS BEGUN IN 1975 MAY DEVELOP INTO A FULL-SCALE PROGRAM TO TRAIN POLICE COUNSELING EXPERTS. --IN GERMAN.
