THE ADVANTAGES AND DISADVANTAGES OF INTEGRATING RESEARCH SCIENTISTS INTO POLICE ORGANIZATIONS ARE DISCUSSED.
Abstract
THE INTEGRATION OF SCIENTISTS HAS BEEN PROPOSED FOR THE BUNDSKRIMINALAMT (BKA) (POLICE DEPARTMENT) OF WIESBADEN IN WEST GERMANY. THE ADVANTAGES OF SUCH AN ARRANGEMENT ARE THAT THE ENTIRE DATA OF THE POLICE WOULD BE THE DISPOSAL OF RESEARCHERS FOR SCIENTIFIC AND SYSTEMATIC EXPLORATION AND THE COOPERATION OF POLICE PRACTITIONERS WITH RESEARCHERS WOULD GIVE RESEARCHERS THE BENEFIT OF PRACTICAL EXPERIENCE FROM PLANNING THROUGH THE EVALUATION OF THE FINDINGS. THE DISADVANTAGES OF RESEARCH AS A PART OF A POLICE AGENCY ARE THAT THE MANAGEMENT OF THE RESEARCH UNIT OR THE FEDERAL MINISTRY OF THE INTERIOR (HIGHEST JURISDICTION) COULD MAKE SHORT-TERM DEMANDS ON RESEARCH AS A NEED ARISES, IMPOSE GOALS, OR ATTEMPT TO INFLUENCE THE RESULTS OF THE RESEARCH; BELONGING TO THE STAFF OF BKA COULD NARROW THE HORIZON OF THE RESEARCHER AND STIMULATE A BIASED PERSPECTIVE OF ISSUES INVOLVING THE POLICE; AND BEING PART OF THE POLICE ORGANIZATION COULD PRESSURE RESEARCHERS TO INFLUENCE POLICE EFFECTIVENESS DRAMATICALLY, THUS MAKING IMPOSSIBLE DEMANDS ON RESEARCHERS. THE VALUES TO BE GAINED, HOWEVER, THROUGH RESEARCHER-PRACTITIONER COOPERATION ARE SUFFICIENT INCENTIVE TO RESOLVE OR CONTAIN THE PROBLEMS INVOLVED. REFERENCES ARE PROVIDED. (RCB)
