THIS REPORT EVALUATES THE IMPACT, PROCESS OF IMPLEMENTATION, AND DESIGN OF THE ACTION PROGRAM DEVELOPMENT PROCESS, ADOPTED BY LEAA IN 1977 TO INTERACT RESEARCH AND DEVELOPMENT AND INNOVATION WITH PROGRAM DEVELOPMENT.
Abstract
IT FINDS THAT THE PROCESS IS ESSENTIALLY SOUND AND APPROPRIATE FOR LEAA'S NEEDS, ALTHOUGH THE CONCEPT AND DESIGN OF THE PROCESS NEED FURTHER ELABORATION. UNDER DIFFERENT CONDITIONS OF LEAA MISSION AND INTRAORGANIZATIONAL LINKAGE, DIFFERENT TYPES OF INTEGRATIVE AND COORDINATIVE MECHANISMS MIGHT BE MORE APPROPRIATE. THE CURRENT DESIGN AND IMPLEMENTATION OF THE PROCESS SHOULD BE VIEWED AS A FIRST PHASE IN THE DESIGN AND IMPLEMENTATION OF A NEEDED PROCESS FOR PROGRAM DEVELOPMENT AND POLICY PLANNING. THE REPORT SETS OUT A SECOND PHASE WHICH BUILDS ON THE PROCESS. THE FIRST THREE STEPS OF THE PROCESS (POLICY PLANNING, PROBLEM DEFINITION, AND SELECTION OF RESPONSE STRATEGY) SHOULC BE SEPARATED OUT AND ELABORATED INTO A DISTINCT AND SEPARATE PROCESS FOR AGENCYWIDE POLICY PLANNING. THE PLAN OUTLINES PHASES AND STAGES, KEY MANAGEMENT DECISIONS, AND RESPONSIBILITIES AND TASKS FOR MANAGEMENT AND STAFF FOR IMPLEMENTING THE RECOMMENDATIONS. THE REPORT ALSO SUGGESTS POSSIBLE CHANGES IN LEAA'S MISSION AND STRUCTURE, FURTHER INTEGRATION AND COORDINATION ISSUES, AND LEAA'S RELATIONSHIP WITH STATE AND LOCAL AGENCIES. CHARTS, DATA TABLES, AND A FEW FOOTNOTES ARE SUPPLIED.
