THE MAJOR SOCIAL FORCES WHICH HAVE SHAPED POLICE WORK WITH JUVENILES ARE DISCUSSED IN THIS STUDY WITH ATTENTION TO URBAN, SOCIAL, POLITICAL, ECONOMIC, AND GEOGRAPHICAL PHENOMENON.
Abstract
THESE PHENOMENON HAVE SIGNIFICANTLY INFLUENCED THE PROCEDURES AND ORGANIZATIONAL FORMS OF THE POLICE LABOR PROCESS AS IT PERTAINS TO JUVENILES. FOR EXAMPLE, IN THE 1800'S THE INTERNATIONALIZATION OF LABOR, URBANIZATION, AND INDUSTRIALIZATION FUELED THE TREND OF SPECIALIZATION. AS THE TURN OF THE CENTURY, POLICEWOMEN BECAUSE THE PRIME MOVERS IN JUVENILE WORK. THUS THE RISE OF THE JUVENILE COURT AND THE INTRODUCTION OF WOMEN INTO POLICE WORK WERE KEY EVENTS IN THE PROCESS THROUGH WHICH POLICE-JUVENILE RELATIONS BECAME A SPECIALIZED ENTERPRISE. SINCE 1930'S HOWEVER, THE INFORMALITY OF POLICE WORK WITH JUVENILES HAS BEEN TRANSFORMED BY URBAN, SOCIAL, LEGAL, AND ORGANIZATIONAL FACTORS. PERHAPS THE GREATEST CHANGES IN THE PROCESSES AND PROCEDURES THROUGH WHICH JUSTICE BY THE POLICE IS METED OUT ARE RELATED TO THE INSTITUTIONALIZATION OF JUVENILE BUREAUS. THUS, DURING RECENT TIMES, POLICE PROFESSIONALISM, SHIFTS IN THE LEGAL CONTEXT, AND YOUTH UNEMPLOYMENT HAVE LED TO THE FORMALIZATION OF POLICE-JUVENILE CONTACTS. FOOTNOTES AND REFERENCES ARE GIVEN.
