THIS ANNUAL REPORT BY THE NEW YORK STATE DEPARTMENT OF CORRECTIONAL SERVICES DISCUSSES SECURITY MAINTENANCE, LIMITED REFORMS, PROGRAM OPPORTUNITIES, AND DETAILS OF A COST EFFECTIVE ADMINISTRATION.
Abstract
IN 1976 THE CORRECTIONAL SYSTEM SUPERVISED 18,000 MEN AND WOMEN IN PRISON, AND ANOTHER 14,000 ON PAROLE. IT OPERATED WITH 11,000 EMPLOYEES AND A BUDGET OF $214 MILLION DOLLARS. THE MAJOR EMPHASIS IN THIS ANNUAL REPORT IS ON THE MANAGEMENT OF THE FACILITIES, PARTICULARLY IN REGARD TO PROMOTING DUE PROCESS FOR INMATES THROUGHOUT THEIR SENTENCES. ADMINISTRATIVE SERVICES INCLUDE AN INMATE GRIEVANCE PROGRAM, A HIGHER EDUCATION INSTITUTE DESIGNED FOR STAFF MEMBERS, A TEMPORARY RELEASE POINT SYSTEM SUPERVISED BY A BOARD, AN INMATE CORRESPONDENCE SYSTEM INCLUDING THE PRIVILEGED EXCHANGE OF INFORMATION BETWEEN PRISONERS AND THEIR ATTORNEYS OR STATE OFFICIALS. PART OF THE CORRESPONDENCE SYSTEM ENCOURAGES INMATES TO KEEP IN TOUCH WITH FAMILY AND FRIENDS, THUS HELPING THEIR EVENTUAL SUCCESSFUL RETURN INTO THE COMMUNITY. A 'CALL HOME' (VIA COLLECT CALLS) PROGRAM HAS ALSO BEEN ESTABLISHED. THE REPORT DESCRIBES BRIEFLY THE NEW MANAGEMENT INFORMATION SYSTEM INSTALLED IN 1976, NEW FACILITIES AND RECONSTRUCTION, AND SECURITY. INCLUDED ARE MAPS, CHARTS, AND NAMES AND ADDRESSES OF SUPERVISORY PERSONNEL. IMPROVEMENTS ALSO ARE LISTED, SUCH AS THE ESTABLISHMENT OF EMERGENCY RESPONSE TEAMS SPECIALLY TRAINED AND EQUIPPED TO DEAL WITH RIOTS, FIRES, AND NATURAL DISASTERS. SPECIAL PROGRAMS HAVE BEEN DESIGNED TO REDUCE INMATE IDLENESS, INCLUDING WORKSHOPS AND CLASSES. REINTEGRATION INTO THE COMMUNITY IS EASED THROUGH TEMPORARY RELEASE PROGRAMS, FAMILY REUNIONS, AND STAYS IN PRERELEASE CENTERS. PHOTOGRAPHS AND CHARTS COMPLEMENT THE TEXT. (RFC)
