THE MICHIGAN LAW ENFORCEMENT OFFICERS TRAINING COUNCIL (MLEOTC) PLAN TO VALIDATE ITS SELECTION AND TRAINING STANDARDS FOR ENTRY LEVEL POLICE PATROL OFFICERS IS DISCUSSED.
Abstract
THE DELIVERY SYSTEM FOR THE MANDATORY RECRUIT TRAINING PROGRAM CONSISTS OF 14 REGIONAL TRAINING ACADEMIES WHICH PROVIDE EVERY MAJOR POPULATION AREA WITH A TRAINING FACILITY. MLEOTC CONTROLS THESE ACADEMIES, AND THROUGH CONTRACTUAL RELATIONSHIPS, IT FUNDS THE ENTIRE RECRUIT TRAINING PROGRAM AT VARIOUS LOCATIONS. IN RESPONSE TO CIVIL RIGHTS LEGISLATION, MLEOTC HAS ESTABLISHED SPECIFIC GOALS. FIRST, IT SEEKS TO ESTABLISH MANDATORY MINIMUM STANDARDS FOR THE SELECTION AND TRAINING OF ENTRY LEVEL OFFICERS. SECOND, IT WILL REQUIRE LAW ENFORCEMENT AGENCIES TO MEET THESE STANDARDS. THIRD, IT WILL ESTABLISH AND MAINTAIN QUALITY TRAINING COURSES DESIGNED TO IMPROVE POLICE OFFICER PERFORMANCE. THE JOB ANALYSIS PROJECT IS THE FIRST STEP OF A LONG-RANGE PLAN TO DEVELOP A VALIDATED COMPREHENSIVE SELECTION AND TRAINING SYSTEM. THE PRIMARY OBJECTIVE OF THIS PROJECT IS TO GATHER AND ANALYZE JOB RELEVANCY DATA WHICH CAN BE USED TO PROVIDE DESCRIPTIONS OF OCCUPATIONAL CLUSTERS OF SPECIALTIES, WORK ACTIVITIES PERFORMED IN A SINGLE POLICE SUBOCCUPATION, SIMILARITIES AND DIFFERENCES OF THE WORK PERFORMED IN 2 OR MORE OCCUPATIONS, AND DIFFERENCES IN WORK PERFORMANCE AS A FUNCTION OF JOB LOCATION. MAJOR STEPS INCLUDE QUESTIONNAIRE DEVELOPMENT AND ADMINISTRATION, PROCESSING AND REPORTING RESULTS, AND INTERPRETING THESE RESULTS. THE SURVEY INSTRUMENT WILL BE A QUESTIONNAIRE BOOKLET CONSISTING OF AN EXHAUSTIVE LIST OF TASKS ORGANIZED INTO 15 DUTY CATEGORIES. CONCURRENT WITH THE SURVEY, FIRST-LINE SUPERVISORS WILL BE ASKED TO COMPLETE TASK FACTOR BOOKLETS CONTAINING THE SAME TASK LISTS AND INDICATING TRAINING PRIORITY, CONSEQUENCE OF FAILURE, AND TASK LEARNING DIFFICULTY. THE GENERAL SURVEY WILL INVOLVE 193 AGENCIES. SURVEY DATA WILL BE INTERPRETED THROUGH USE OF THE CODAP COMPUTER PROGRAM AND SPECIAL ADVISORY GROUPS. THE FINAL PRODUCT OF THE JOB ANALYSIS PROJECT IS A DATA BASE WHICH CAN BE USED AS A FOUNDATION FOR THE SUBSEQUENT DESIGN AND DEVELOPMENT OF VALID SELECTION AND TRAINING STANDARDS.
