Abstract
A WITNESS FROM THE STATE DEPARTMENT'S OFFICE FOR COMBATING TERRORISM DESCRIBES U.S. GOVERNMENT EFFORTS TO COORDINATE ANTITERRORIST ACTIVITIES, SUMMARIZES THE MULTILATERAL IMPLICATIONS OF THE 1978 BONN SUMMIT ANTIHIJACKING DECLARATION, AND COMMENTS H.R. 133387 (A COMPREHENSIVE ANTITERRORIST BILL). THE FBI'S WITNESS ALSO COMMENTS ON H.R. 133387, SUGGESTING THAT THE BILL'S INTENT BE MADE MORE PRECISE AND CONTAIN AN EXPLICIT PROVISION FOR THE PROTECTION OF CLASSIFIED INFORMATION FROM THE REPORTING REQUIREMENTS. RECOMMENDATIONS FROM THE FEDERAL AVIATION ADMINISTRATION'S REPRESENTATIVE SUGGEST THE INTRODUCTION OF TAGGANTS, WHICH PERMIT IDENTIFICATION AND DETECTION OF BOMBS, INTO ALL NONMILITARY EXPLOSIVES. FOR GOVERNMENT TO FUNCTION EFFECTIVELY AGAINST FUTURE ACTS OF TERRORISM, THE CHIEF SCIENTIST FROM THE ARMS CONTROL AND DISARMAMENT AGENCY URGES THE PREVENTION OF THE TRANSFER OF ADVANCED WEAPONS TO UNRELIABLE NATIONS, THE CREATION OF A CREDIBLE INCIDENT MANAGEMENT SYSTEM, AND BETTER USE OF THE INTELLIGENCE NETWORK. DISCUSSION BY COMMITTEE MEMBERS WITH WITNESSES AND ON H.R. 133387 IS PRESENTED. APPENDIXES CONTAIN STATEMENTS FROM OTHER AUTHORITIES ADDRESSING THE USE OF DETECTION TAGGANTS AND AIRCRAFT SECURITY.
