PROPOSED METHODS FOR REDUCING VANDALISM AT U.S. NAVAL BACHELOR ENLISTED QUARTERS (BEQS) ARE DESCRIBED IN THIS SECOND VOLUME OF A FOUR-VOLUME STUDY CONDUCTED TO ANALYZE AND REDUCE INCIDENTS OF VANDALISM.
Abstract
DATA FROM STATESIDE NAVAL BASES PARTICIPATING IN THE STUDY INDICATED THAT ABOUT 179,000 VANDALISM INCIDENTS AT 130 STATESIDE BEQS COST ALMOST $8 MILLION IN 1976. MOREOEVER, 57 PERCENT OF THE BEQ MAINTENANCE AND OPERATION COSTS IN 1976 WERE RELATED TO VANDALISM. ONLY 27 PERCENT OF THE NAVAL BASES ACCOUNTED FOR 90 PERCENT OF THE TOTAL VANDALISM COSTS. BUILDING COMPONENTS MOST COMMONLY DAMAGED WERE DOORS AND DOOR FRAMES, CEILINGS, WINDOW SCREENS, DOOR HARDWARE, AND VENDING MACHINES. ALMOST 60 PERCENT OF THE DAMAGE OCCURRED IN SLEEPING ROOMS AND HALLWAYS. FOUR REMEDIAL PROGRAMS HAVE BEEN PROPOSED TO BE CONDUCTED AT TEST SITES CONSISTING OF THE 35 BASES WITH THE HIGHEST VANDALISM COSTS. PHYSICAL FACILITIES SHOULD BE RENOVATED ACCORDING TO SPECIFIC ANTIVANDALISM GUIDELINES (I.E.,, CHANGING SLEEPING ROOM DOOR MATERIALS AND LOCKS); MAINTENANCE AND REPAIR SHOULD BE INTENSIFIED TO MAINTAIN HIGH QUALITY HABITABILITY; AND MANAGEMENT AND POLICY SHOULD BE CHANGED TO INCREASE SECURITY, PROMOTE TENANT CONCERN FOR THE ENVIRONMENT, AND IMPROVE BEQ MANAGEMENT. MOREOVER, ALL OF THESE STRATEGIES SHOULD BE COMBINED IN ONE DEMONSTRATION PROJECT IN ORDER TO EVALUATE THEIR COMBINED EFFECTIVENESS. SPECIFIC DESIGN FEATURES AND ADMINISTRATIVE RESPONSES TO BE TESTED, A DESCRIPTION OF THE STUDY METHODS, TABLES, FOOTNOTES, AND FIGURES ARE INCLUDED. (CFW)
