THE ALASKA POLICE STANDARDS COUNCIL SUMMARIZES ITS 1978 ACTIVITIES WHICH INCLUDE ADOPTING REGULATIONS TO ESTABLISH MINIMUM EMPLOYMENT, TRAINING, AND EDUCATION STANDARDS AND DEVELOPMENT OF POLICE TRAINING SCHOOLS.
Abstract
THE COUNCIL SPONSORED COURSES IN INSTRUCTOR DEVELOPMENT, CRISIS INTERVENTION, AND EXECUTIVE DEVELOPMENT WHICH PROVIDED TRAINING TO 74 ALASKAN POLICE OFFICERS. GRANTS WERE OBTAINED TO FUND TWO MUNICIPAL POLICE ACADEMIES IN 1979 AS WELL AS COURSES IN RAPE SENSITIVITY, SUPERVISORY TRAINING, AND INSTRUCTOR DEVELOPMENT. IN ADDITION, 10-HOUR COURSES IN LAWS OF ARREST, SEARCH AND SEIZURE WERE ALSO GIVEN. THERE WAS AN INCREASE IN COURSE CERTIFICATIONS, WITH 64 CERTIFIED COURSES OR ACADEMIES OFFERED IN 1978. ESTABLISHED PROGRAMS CONTINUED FOR BASIC, INTERMEDIATE, AND ADVANCED LEVELS OF POLICE OFFICERS, AND 204 PERMANENT POLICE INSTRUCTOR CERTIFICATES AND 37 TEMPORARY CERTIFICATES WERE ISSUED. THE IMPLEMENTATION OF ASSIGNED STANDARDS AND GOALS FOR CRIMINAL JUSTICE INCLUDED ESTABLISHING A FILM LIBRARY AND RUNNING A STUDY ON HIGH POLICE TURNOVER IN ALASKA. SEPARATE REGULATIONS AND CERTIFICATION PROGRAMS FOR POLICE OFFICERS WORKING IN COMMUNITIES OF 1000 OR LESS WERE DEVELOPED. LASTLY, THREE PUBLIC MEETINGS WERE CONVENED IN ANCHORAGE, DILLINGHAM, AND CORDOVA. SYNOPSES OF MAJOR POINTS MADE AT THE MEETINGS ARE GIVEN. TABULAR DATA AND PHOTOGRAPHS ACCOMPANY THE REPORT. (MJW)
