THE MASSACHUSETTS CORRECTIONAL PROGRAM AS A WHOLE AND PARTICULAR CORRECTIONAL INSTITUTIONS ARE EXAMINED AND RECOMMENDATIONS FOR IMPROVEMENT OFFERED.
Abstract
THE UNDERLYING THESIS OF THE REPORT IS THAT THE CHRONIC AND CURRENT PROBLEMS OF MASSACHUSETTS CORRECTIONS CAN BE RESOLVED ONLY THROUGH IMPLEMENTATION OF A COMPREHENSIVE PLAN OF ACTION, SO THAT IMPROVEMENTS IN ONE AREA OF CORRECTIONS ARE COORDINATED WITH NEEDED ACTION IN OTHER AREAS. A MAJOR PROPOSAL IS THAT THE MASS. DEPARTMENT OF CORRECTIONS ENLIST THE COOPERATION OF REPRESENTATIVES FROM THE POLICE, COURTS, LEGISLATURE, GOVERNOR'S OFFICE, LEAA, AND OTHER CONCERNED AGENCIES IN DEVELOPING A CORRECTIONAL MASTER PLAN FOR MASSACHUSETTS. A PROVISIONAL RECOMMENDATION IS DISCUSSED FOR REGIONALIZING CORRECTIONS, AND A REGIONAL OPERATION IS ILLUSTRATED. CURRENT AND FUTURE USE OF MANPOWER AND FACILITY RESOURCES ARE DISCUSSED FOR EACH EXISTING CORRECTIONAL INSTITUTION. RECOMMENDATIONS FOR IMPROVEMENT INCLUDE (1) RENOVATION OF THE FACILITY AND PROGRAM INNOVATION AT WALPOLE; (2) A CHANGE IN THE FINAL PHASE OF THE CAPITAL DEVELOPMENT PROGRAM FOR CONCORD; (3) DEVELOPMENT OF PUBLIC-USE SPACE WITHIN FRAMINGHAM; (4) PHASED ELIMINATION OF THE RECEPTION AND DIAGNOSTIC CENTER, DEVELOPING INSTEAD A REGIONAL CAPABILITY FOR DELIVERY OF SUCH SERVICES IN CONJUNCTION WITH PROBATION AND PAROLE AND THE PROGRAM STAFF OF EACH FACILITY; AND (5) MAJOR CHANGES AT BRIDGEWATER.
