THE PROCEEDINGS OF SEMINAR ON ALTERNATIVES TO IMPRISONMENT, SPONSORED BY THE INSTITUTE OF CRIMINOLOGY OF THE SYDNEY (AUSTRALIA) UNIVERSITY LAW SCHOOL, ARE DOCUMENTED.
Abstract
THE SEMINAR WAS ONE OF TWO GATHERINGS ORGANIZED AND PRESENTED BY THE INSTITUTE AS A MEANS OF EXAMINING THE STATUS AND FUTURE DIRECTION OF CORRECTIONS IN AUSTRALIA. THE FIRST DEALT WITH THE AUSTRALIAN PRISON SYSTEM AS SUCH; THE SECOND EXPLORED ALTERNATIVES TO IMPRISONMENT. THE PROCEEDINGS REPORT FOR THE SECOND SEMINAR PRESENTS PAPERS ON THE PROSPECTS FOR POLICY ON ALTERNATIVES TO IMPRISONMENT IN AUSTRALIA, THE TREND TOWARD ALTERNATIVES TO IMPRISONMENT, AND THE POSITION OF THE PROBATION AND PAROLE OFFICERS' ASSOCIATION OF NEW SOUTH WALES ON ALTERNATIVES TO IMPRISONMENT, AND THEORETICAL ISSUES UNDERLYING THE CONSIDERATION OF ALTERNATIVES. THE PAPERS, TOGETHER WITH THE COMMENTARIES THAT ACCOMPANY THEM, DEAL WITH SUCH ISSUES AS PRESSURES OPERATING TOWARD NONINSTITUTIONAL PUNISHMENT (E.G., THE COSTS OF IMPRISONMENT AND THE INEFFECTIVENESS OF IMPRISONMENT AS A REHABILITATIVE DEVICE), AND THE DESIRABILITY OF USING IMPRISONMENT ONLY AS A PUNISHMENT OF LAST RESORT. AMONG THE ALTERNATIVES TO IMPRISONMENT DISCUSSED ARE BONDS AND RECOGNIZANCES, DIVERSIONARY PROGRAMS, FINES, PROBATION, ADJOURNMENTS, COMPENSATION AND RESTITUTION ORDERS, SUSPENDED SENTENCES, WORK-RELEASE ORDERS, PERIODIC DETENTION, ATTENDANCE CENTER ORDERS, AND AND COMMUNITY SERVICE ORDERS.
