SATISFACTORY PERFORMANCE RATING GUIDELINES ARE FOUND IN POLICE SERVICE BY OBJECTIVES (PSBO). THEIR USE AVOIDS TRAIT-RATING SYSTEM PITFALLS AND INCORPORATES THE EMPLOYEE PERFORMANCE EVALUATION GUIDELINES.
Abstract
PSBO IS A KIND OF MANAGEMENT BY OBJECTIVES APPRAISAL SYSTEM. EMPLOYEE PERFORMANCE EVALUATION GUIDELINES ARE PART OF PSBO, AND THEY ARE EXPLAINED HERE IN DETAIL, WITH A LISTING OF 36 QUESTIONS TO BE ASKED IN COMPLETING AN EMPLOYEE'S EVALUATION. THE GENERAL RATING SYSTEM COVERS UNSATISFACTORY TO OUTSTANDING PERFORMANCES. RATING FACTORS FOR SUPERVISORY AND NONSUPERVISORY PERSONNEL, LISTED WITH EXPLANATORY QUESTIONS INCLUDED, COVERS ITEMS ON THE QUANTITY AND QUALITY OF WORK, RELATIONS WITH OTHER EMPLOYEES AND THE PUBLIC, USE OF INGENUITY AND RESOURCEFULNESS, GOOD JUDGMENT, AND OTHER NORMS FOR ATTITUDE AND CONDUCT. RATING FACTORS FOR SUPERVISORY PERSONNEL INCLUDE PROMPTNESS IN DEALING WITH SUBORDINATES, FAIRNESS, ORGANIZATION, PRODUCTION, LEADERSHIP, AND EVALUATION OF SUBORDINATES. THE SYSTEM HELPS TO ELIMINATE THE SUBJECTIVE APPROACH FOUND IN THE TRAIT-RATING SYSTEM, PARTICULARLY WHEN THERE ARE 'ROUGH' AND 'EASY' RATERS. THE PERFORMANCE EVALUATION GUIDELINES ARE A SATISFACTORY TOOL IN ASSESSING PERSONS FOR PROMOTION AND ASSIGNMENT AND LAY THE GROUNDWORK FOR A FAIR DISCIPLINARY SYSTEM. (RFC)
