THE FUNDING, FUNCTIONS, WORKLOAD, AND PROGRAMS OF THE MARYLAND COURT SYSTEM ARE REPORTED FOR FISCAL YEAR 1979 (JULY 1, 1978 THROUGH JUNE 30, 1979).
Abstract
JUDICIAL REVENUES AND EXPENDITURES ARE REPORTED, FOLLOWED BY A DISCUSSION OF THE EVOLUTION OF THE MARYLAND COURT OF APPEALS. THE STRUCTURES, OPERATIONS, AND FISCAL 1979 CASELOADS ARE PRESENTED FOR THE COURT OF APPEALS, THE COURT OF SPECIAL APPEALS, THE CIRCUIT COURTS, AND THE DISTRICT COURT. ACTIVITIES AND STATISTICS ARE REPORTED FOR THE ADMINISTRATIVE OFFICE OF THE COURTS, CIRCUIT COURT ADMINISTRATION, DISTRICT COURT ADMINISTRATION, ASSIGNMENT OF JUDGES, AND PROGRAMS AND DEVELOPMENTS. ACTIVITIES ARE DESCRIBED FOR THE COURT-RELATED UNITS OF THE STATE LAW LIBRARY, THE BOARD OF LAW EXAMINERS, THE RULES COMMITTEE, THE ATTORNEY GRIEVANCE COMMISSION, AND THE CLIENTS' SECURITY TRUST FUND. THE ACTIONS OF THE MARYLAND JUDICIAL CONFERENCE AND THE CONFERENCE OF CIRCUIT COURT JUDGES ARE INDICATED. APPOINTMENT, DISCIPLINE, AND REMOVAL OF JUDGES IS DISCUSSED IN INFORMATION ON ELIGIBILITY AND APPOINTMENT, JUDICIAL NOMINATING COMMISSIONS, REMOVAL AND DISCIPLINE OF JUDGES, AND THE COMMISSION ON JUDICIAL DISABILITIES. THE 'STATE OF THE JUDICIARY' MESSAGE DELIVERED BY THE CHIEF JUDGE TO A JOINT SESSION OF THE MARYLAND GENERAL ASSEMBLY IS PRESENTED. IT DESCRIBES MAJOR PROBLEMS IN THE JUDICIAL SYSTEM AND PROPOSES REFORMS. LEGISLATION ENACTED IN 1979 AND AFFECTING THE COURTS IS OUTLINED, AND JUDICIAL MAPS AND A LIST OF THE MEMBERS OF THE JUDICIARY ARE INCLUDED. WHILE GRAPHS AND CHARTS ARE PROVIDED IN THIS VOLUME, THE BULK OF COURT STATISTICS ARE PROVIDED IN A SECOND VOLUME. (RCB)
