THIS REPORT ON THE IMPLEMENTATION STATUS OF MINNESOTA'S COMMUNITY CORRECTIONS ACT, ENACTED IN 1973, CONCLUDES THAT COUNTIES TAKING PART HAVE INCREASED USE OF LOCAL CORRECTIONS ALTERNATIVES FOR JUVENILES AND ADULTS.
Abstract
CONCOMITANT WITH THESE INCREASES HAS BEEN A DECREASED RELIANCE ON STATE INSTITUTIONS. THE LAW WAS DESIGNED TO ENCOURAGE EFFICIENT USE OF CORRECTIONAL DOLLARS AND TO DEVELOP AND MAINTAIN COMMUNITY CORRECTIONAL PROGRAMS FOR BOTH JUVENILES AND ADULTS. TO THIS END, THE STATE PROVIDES FINANCIAL SUBSIDIES TO INDIVIDUAL COUNTIES OR GROUPS OF COUNTIES WHICH ESTABLISH A CORRECTIONS ADVISORY BOARD AND SUBMIT A CORRECTIONS PLAN TO THE STATE COMMISSIONER OF CORRECTIONS FOR APPROVAL. THE PLAN MUST IDENTIFY CORRECTIONAL NEEDS AND DEFINE LOCAL CORRECTIONAL PROGRAMS AND SERVICES TO MEET THOSE NEEDS. POSSIBLE SERVICES INCLUDE CRIME PREVENTION PROGRAMS, PROBATION AND PAROLE SERVICES, COMMUNITY CORRECTIONS CENTERS, AND FACILITIES TO DETAIN, CONFINE, AND TREAT OFFENDERS OF ALL AGE GROUPS. TO DATE, 27 COUNTIES REPRESENTING OVER 70 PERCENT OF THE STATE'S POPULATION HAVE COME UNDER THE LAW'S PROVISIONS. APPROPRIATIONS UNDER THE ACT HAVE GROWN FROM $1.5 MILLION IN 1963 TO $21.8 MILLION FOR THE 1980-81 BIENNIUM. DESCRIPTIONS OF THE LAW'S PROVISIONS AND WAYS COUNTIES MAY JOIN THE PROGRAM, FUNDING FOR FISCAL YEARS 1979-81, A MAP SHOWING PARTICIPATING COUNTIES, AND THE FULL TEXT OF THE LAW AS AMENDED IN 1977 ARE PROVIDED.
