PUBLISHED AS A GENERAL GUIDE, THIS BOOKLET OUTLINES BOTH THE LONG-RANGE PRIORITIES OF THE NATIONAL INSTITUTE OF LAW ENFORCEMENT AND CRIMINAL JUSTICE AND THE GENERAL RESEARCH AND PROGRAM ACTIVITY PLANNED FOR 1980.
Abstract
THE INSTITUTE'S ANTICIPATED BUDGET FOR 1980 IS $25 MILLION. THE OFFICE OF RESEARCH PROGRAMS SPONSORS BASIC AND APPLIED RESEARCH DIRECTED TOWARD BUILDING A BODY OF KNOWLEDGE ABOUT KEY CRIMINAL JUSTICE ISSUES. THE OFFICE'S FIVE DIVISIONS INCLUDE THE POLICE DIVISION, ADJUDICATION DIVISION, CORRECTIONS DIVISION, AND THE COMMUNITY CRIME PREVENTION DIVISION. IN THE POLICE DIVISION, RESEARCH PROJECTS HAVE BEEN PROPOSED FOR THE SUBJECTS OF PROBLEM-FOCUSED POLICING, PRIVATE POLICING, SOCIOECONOMIC TRENDS AND POLICING, AND FORENSIC RESEARCH. THE ADJUDICATION DIVISION WILL SPONSOR RESEARCH ON THE ENTIRE PRETRIAL PROCESS, THE GRAND JURY, PREINDICTMENT PRACTICES AND POLICIES, ANALYSIS OF THE ROLE OF THE BAILBONDSMAN, ASSIGNED COUNSEL, AND POSSIBLY INTRASTATE SENTENCING VARIATION, THE USE OF FINES AS A CRIMINAL SANCTION, THE JURY TRIAL, AND STATE COURT ORGANIZATIONS. SENTENCING AND REHABILITATION ISSUES ARE THE MAIN FOCUS OF THE CORRECTIONS DIVISION, WHILE THE COMMUNITY CRIME PREVENTION DIVISION EMPHASIZES RESEARCH ON VARIOUS ASPECTS OF COMMUNITY CRIME PREVENTION, VIOLENT CRIME, ORGANIZED CRIME, AND WHITE-COLLAR CRIME. IN COORDINATION WITH OTHER INSTITUTE DIVISIONS, THE CENTER FOR THE STUDY OF CRIME CORRELATES AND CRIMINAL BEHAVIOR FUNDS RESEARCH RELATING TO SEVERAL OF THE INSTITUTE'S LONG-RANGE PRIORITIES, SUCH AS CRIME CORRELATES AND DETERMINATES, CRIMINAL CAREERS, CRIMINAL VIOLENCE, AND COMMUNITY CRIME PREVENTION. A MAJOR EFFORT PROPOSED FOR THE YEAR 1980 WILL DEVELOP UP TO THREE EXTERNAL CENTERS FOR RESEARCH ON PARTICULARLY SIGNIFICANT TOPICS, INCLUDING THE CENTER FOR THE STUDY OF RACE, CRIME, AND SOCIAL POLICY; AND THE CENTER FOR RESEARCH ON CRIME CAUSATION AND CRIMINAL BEHAVIOR. INFORMATION CONCERNING APPLICATION PROCEDURES FOR SOLICITED AND UNSOLICITED RESEARCH PROGRAMS PRECEDES THE FY 1980 PROGRAM PLAN. THE REPORT ALSO COVERS PROPOSED ACTIVITIES FOR THE OFFICE OF RESEARCH AND EVALUATION METHODS, OFFICE OF PROGRAM EVALUATION, AND THE OFFICE OF DEVELOPMENT, TESTING, AND DISSEMINATION. A CHART OF THE ORGANIZATION OF THE NATIONAL INSTITUTE IS PROVIDED AS WELL AS A LIST OF ITS STAFF.
