SECURITY MEASURES ARE SUGGESTED FOR BUSINESSES SO THAT THEY MAY AVOID EXECUTIVE KIDNAPPINGS AND SABOTAGE. THE RECOMMENDATIONS WERE PRESENTED IN TESTIMONY ON TERRORISM BEFORE A CONGRESSIONAL COMMITTEE.
Abstract
A BUSINESS SECURITY PROGRAM DESIGNED TO THWART TERRORIST ACTS AGAINST PERSONNEL AND FACILITIES SHOULD INCLUDE (1) TRAINING MANAGEMENT, SECURITY, AND SAFETY PERSONNEL IN EFFECTIVE HANDLING OF EMERGENCY SITUATIONS; (2) ESTABLISHING A COMMUNICATION LINK WITH LOCAL LAW ENFORCEMENT AND U.S. EMBASSIES TO BE USED IN EMERGENCIES; (3) ASSIGNING ASSISTANT SECURITY OFFICIALS TO EACH DEPARTMENT; (4) ESTABLISHING UNDERCOVER SERVICES TO COMBAT INDUSTRIAL ESPIONAGE AND SABOTAGE; (5) CONDUCTING AN UP-TO-DATE SECURITY SURVEY INCLUDING CHECKS ON RESIDENCES OF EXECUTIVES; AND (6) CONDUCTING REGULAR PERSONNEL SECURITY CHECKS ON ALL EMPLOYEES, INCLUDING IN-HOUSE GUARDS. SUCH A PROGRAM WOULD INCLUDE RANDOM ADDITIONAL MONTHLY SECURITY CHECKS. AN EARLY-WARNING NETWORK INCLUDING AN INFORMATION SYSTEM AND ELECTRONIC RADIO ALARM SYSTEMS AND PROCEDURES FOR RESPONDING TO A KIDNAPPING SHOULD BE PLANNED FOR ALSO. (RCB)
