SECURITY PROCEDURES ARE PRESENTED DESIGNED TO THWART TERRORIST ATTACKS AGAINST AMERICAN BUSINESSMEN AND THEIR FAMILIES WHILE ABROAD.
Abstract
AMERICAN EMBASSIES AND CONSULATES ARE PREPARED TO ADVISE ANY AMERICAN CITIZEN ABROAD ABOUT THE RISKS OF TERRORIST ACTIVITY AND THE STEPS ADVISABLE FOR PREVENTING OR DEALING WITH SPECIFIC TERRORIST THREATS. TRAVEL PRECAUTIONS WOULD NORMALLY INCLUDE THE AVOIDANCE OF REGULAR ROUTES TO AND FROM WORK AND IN THE COURSE OF BUSINESS. TRAVELING WITH GROUPS AND IN CONVOY ON BUSY ROADS IS PREFERRED TO TRAVELING ALONE ON ISOLATED ROADS. KEEPING CAR DOORS LOCKED WHILE TRAVELING AND KEEPING THE CAR IN A PROTECTED ENCLOSURE WHEN NOT IN USE IS RECOMMENDED AS IS CHECKING CONTINUOUSLY FOR SURVEILLANCE. STEPS SHOULD ALSO BE TAKEN TO ENSURE THAT THE FAMILY RESIDENCE IS RELATIVELY SECURE AGAINST FORCED ENTRY AND THAT FAMILY MEMBERS ARE REASONABLY PROTECTED IN THEIR DAILY ROUTINES OUTSIDE THE HOME. THESE PERSONS SHOULD ASSUME THAT THE TELEPHONE MAY BE TAPPED AND BE WARY OF GIVING TRAVEL PLANS TO ANYONE ON THE PHONE. EACH FAMILY MEMBER AND SERVANT SHOULD BE TAUGHT TO BE SECURITY CONSCIOUS. SHOULD A KIDNAPPING OCCUR, THE VICTIM SHOULD REMAIN CALM AND FOLLOW CAPTORS' INSTRUCTIONS, MAKE MENTAL NOTES OF ALL MOVEMENTS AND SOUNDS FROM THE POINT OF THE KIDNAPPING AND OF THE KIDNAPPERS' CHARACTERISTICS, AND AVOID PROVOCATIVE BEHAVIOR. ESCAPE SHOULD BE ATTEMPTED ONLY AFTER CAREFUL PLANNING AND A DETERMINATION THAT SUCCESS IS LIKELY. (RCB)
