THE NEED IN WEST GERMANY FOR A POLICE COMMUNICATIONS SYSTEM COMBINING RADIO CONTACT WITH DATA AND FACSIMILE TRANSFER FEATURES IS DISCUSSED.
Abstract
REQUIREMENTS FOR SUCH A SYSTEM ARE ADEQUATE RELIABILITY, CAPABILITY OF FUNCTIONING WITH EXISTING RELAY SYSTEMS, AND COMPATABILITY WITH ADDITIONAL RADIO COMPONENTS OF VARIOUS MANUFACTURERS. IN TWO CONSTRUCTION STAGES, EQUIPMENT FOR TRANSMITTING CODED MESSAGES FROM MOBILE RADIO COMMAND POSTS AND THE CENTRAL COMMAND SYSTEM ARE INSTALLED; THEN TELEGRAM RECEIVERS AND TRANSMITTERS ARE ADDED TO THE COMMAND CENTRAL EQUIPMENT. DEVICES FOR TRANSMITTING FOUR KINDS OF TACTICAL INFORMATION WITH A 4-STAGE CODED SWITCH AND CODABLE INPUTS FOR TRANSMITTING ADDITIONAL INFORMATION IN A FOLLOW-UP TELEGRAM SHOULD ALSO BE OBTAINED. A MICROPROCESSOR COULD DISPLAY CODED MESSAGES AS A TEXT ON A SCREEN. THE RADIO DATA SYSTEM IS DESIGNED TO TRANSMIT MESSAGES FOR AUTOMATIC DATA PROCESSING BETWEEN MOBILE UNITS, BETWEEN MOBILE UNITS AND STATIONARY POSTS, AND BETWEEN STATIONARY POSTS, MAKING INFORMATION IN CENTRAL DATA BANKS THROUGHOUT GERMANY ACCESSIBLE IMMEDIATELY. (SPECIAL DEVICES SUCH AS A SYSTEM FOR TRANSMISSION OF FACSIMILES ARE AVAILABLE IN OTHER EUROPEAN COUNTRIES.) LARGE DISPLAYS FOR REPRESENTATION OF THE DISTRICT OF THE COMMAND CENTRAL OFFICE ARE RECOMMENDED SO THAT TACTICS CAN BE READILY PLANNED AND ALTERED. PROCEDURES DEVELOPED TO DATE INCLUDE A TRANSPARENT MAP WITH A BULB UNDERNEATH, PROJECTION OF SLIDES WITH SPOT PROJECTORS TO MARK LOCATIONS, AND MODERN SYSTEMS WITH VARIABLE SCALES, COLORS, REPRESENTATION OF A VARIETY OF SIGNS, AND LOCATION MARKERS AS USED FOR MILITARY PURPOSES. AUTOMATIC LOCATION FINDERS LEAVE RADIO CHANNELS FREE FOR IMPORTANT DATA, ARE EFFICIENT FOR DEPLOYING VEHICLES, AND INCREASE THE COST EFFECTIVENESS OF THE COMMAND SYSTEM. ALTHOUGH TWO SPECIFIC SYSTEMS PRODUCED BY GERMAN MANUFACTURERS ARE DESCRIBED, AT THE MOMENT NO LOCATION FINDING PROCEDURE WHICH FILLS POLICE REQUIREMENTS IS TO BE HAD AT AN ACCEPTABLE PRICE. DIAGRAMS AND A SHORT BIBLIOGRAPHY ARE FURNISHED. --IN GERMAN. (KMD)
