COMPOSED IN RESPONSE TO THE EVOLUTIONARY CHARACTER OF THE LANGUAGE OF ZONING, THIS GLOSSARY DEFINES ZONING TERMINOLOGY AND HOW THE TERMINOLOGY SHOULD BE USED.
Abstract
THE GLOSSARY SHOWS HOW EXISTING WORDS ARE REPLACED WITH NEW ONES BY ZONING DRAFTERS EITHER UNFAMILIAR WITH CONVENTIONAL TERMS OR WISHING TO APPEAR INNOVATIVE AND IMAGINATIVE. ALSO DEMONSTRATED ARE HOW THE SUBTLE DISTINCTIONS IN ZONING TECHNIQUES MAY ALSO RESULT IN NEWLY COINED LANGUAGE, AND HOW THE RECENT RAPID CHANGES IN LAND DEVELOPMENT AND ADMINISTRATIVE PROCEDURES, ESPECIALLY TOWARD MORE FLEXIBLE ARRANGEMENTS, HAVE PRODUCED A NEW SET OF WORDS AND PHRASES. THE GLOSSARY FOCUSES ON TERMS WHICH ARE FREQUENTLY USED BUT SELDOM DEFINED IN ORDINANCES; USES OR ACTIVITIES ARE NOT DEFINED. SOME WORDS AND PHRASES GENERALLY USED IN THE DEFINITIONS SECTION OF ZONING ORDINANCES ARE INCLUDED, MAINLY TO SUGGEST GENERALLY ACCEPTED MEANINGS AND EXPANDED ON THEIR USE. THE MAIN GOALS OF THE GLOSSARY ARE TO CLARIFY, TO TEACH, TO EXPLAIN CONCEPTS AND PRACTICES, TO ELIMINATE INACCURACIES, AND, WHEN APPROPRIATE, TO EDITORIALIZE ABOUT PRACTICES. MORE THAN A DICTIONARY, IT IS A ZONING PRIMER. GRAPHIC ILLUSTRATIONS ARE PROVIDED TO AID IN EXPLANATIONS OF TERMS AND CONCEPTS. REFERENCES AND A LIST OF ZONING REPORTS ARE FURNISHED. (RCB)
