A PLAN TO IMPLEMENT A 911 EMERGENCY TELEPHONE SYSTEM IN THE ST. PAUL, MINN., METROPOLITAN AREA IS DISCUSSED, WITH A SUMMARY OF THE CONSULTANT'S REPORT.
Abstract
THE STUDY WAS CONDUCTED IN THREE PHASES: DATA COLLECTION, GOALS AND POLICY DETERMINATION, AND PLAN PREPARATION. AFTER DATA GATHERED FROM THE TELEPHONE EXCHANGE SERVICE AREAS WERE STUDIED, IT WAS DETERMINED THAT THE 'SIMPLE 911' SYSTEM COULD NOT WORK FOR THIS AREA. HOWEVER, A MORE SOPHISTICATED EXPERIMENTAL 911 SYSTEM, USING SELECTIVE ROUTING, AUTOMATIC NUMBER IDENTIFICATION, AND AUTOMATIC LOCATION IDENTIFICATION, APPEARED TO HAVE POSSIBILITIES. GOALS AND OBJECTIVES APPROPRIATE FOR 911 PLANNING IN THE 7-COUNTY AREA INCLUDE (1) IMPLEMENTATION OF 911 BY JANUARY 31, 1980; (2) IMPLEMENTATION BASED ON LOCAL PUBLIC SAFETY PLANNING; AND (3) 911 SYSTEMS DESIGNED TO ALLOW FOR FUTURE EXPANSION AND GREATER LEVELS OF SOPHISTICATION. OTHER POLICIES RECOMMENDED ARE THAT 911 IMPLEMENTATION SHOULD OCCUR ON A COUNTY-BY-COUNTY BASIS AND THAT 911 MUST BE IMPLEMENTED FOR AN ENTIRE COUNTY SIMULTANEOUSLY. TO IMPLEMENT A 911 SYSTEM WITH THE APPROPRIATE SOPHISTICATION REQUIRED IN THE TIME PERIOD DESIRED, LOCAL UNITS OF GOVERNMENT SHOULD CONSIDER HAVING THE LOCAL TELEPHONE COMPANY INSTALL THE 911 REQUESTED. HOWEVER, INVESTIGATION OF A PROPRIETARY SYSTEM SHOULD ALSO BE PURSUED, AS POLICIES AND COST COULD MODIFY THIS CONCLUSION. SEVERAL LETTERS AND DIAGRAMS ARE APPENDED. (PRG)
