FOCUSING ON THE CRIMINAL JUSTICE APPROACH TO HANDLING DRUG ABUSE CASES, THIS ARTICLE DEVELOPS A STRATEGY FOR MEETING THE QUANTITATIVE AND QUALITATIVE MANPOWER NEEDS OF TOMORROW'S CRIMINAL JUSTICE SYSTEM.
Abstract
STEPS IN THE DEVELOPMENT OF A MANPOWER TRAINING PROGRAM FOR CRIMINAL JUSTICE INVOLVE THE PREDICTION OF FUTURE CRIME INDICES, QUANITATIVELY AND QUALITATIVELY; PREDICTION OF THE COORESPONDING QUANTITATIVE AND QUALITATIVE MANPOWER NEEDS; PREDICTION OF FUTURE BUDGETS AND RESOURCES; ALLOWANCE FOR ADAPTABILITY; AND TRAINING PERSONNEL TO MEET THE QUANTITATIVE AND QUALITATIVE NEEDS OF THE FUTURE. FROM CURRENTLY AVAILABLE DATA, THE FOLLOWING CRIME AREAS HAVE CRIMINAL JUSTICE PRIORITY: VIOLENT CRIME AGAINST PERSONS, DRUG OFFENSES, VICTIMLESS CRIME, AND MOTOR VEHICLE OFFENSES. TRAINING FOR DEALING WITH THESE CRIME AREAS REQUIRES THE DEVELOPMENT OF AN INTERVENTION MODEL THAT WILL DICTATE THE KNOWLEDGE AND SKILLS REQUIRED TO IMPLEMENT THE INTERVENTION STRATEGY. THE TYPE AND INTENSITY OF TRAINING WILL VARY WITH JOB DESCRIPTIONS IN THE GENERAL AREAS OF LAW ENFORCEMENT, CRIMINAL LAW PROCESSING, CORRECTIONS, AND DIVERSION. MANPOWER TRAINING FOR DEALING WITH DRUG ABUSE PROBLEMS, FOR EXAMPLE, WILL INCLUDE SPECIAL TRAINING FOR POLICE THAT PROVIDES KNOWLEDGE OF THE SYMPTOMS OF VARIOUS DRUGGED STATES AND OF SOCIAL SERVICES AND TREATMENT MODALITIES AVAILABLE. IN THE AREA OF CRIMINAL PROCESSING, THE SOCIAL AND BEHAVIORAL ROOTS OF DRUG ABUSE BEHAVIOR REQUIRE THAT LAWYERS BE TRAINED IN THE SOCIAL SCIENCES. FOR CORRECTIONS MANPOWER TRAINING, DRUG ABUSE BEHAVIOR REQUIRES KNOWLEDGE OF THE STRUCTURE AND IMPLEMENTATION OF DRUG TREATMENT PROGRAMS. IN GENERAL, A MULTIDISCIPLINARY APPROACH TO CRIME PREVENTION REQUIRES THE DEVELOPMENT OF A BROAD INTERVENTION APPROACH THAT WILL AFFECT THE TYPE OF BEHAVIORAL CONDITIONING PROVIDED BY SOCIETY. SPECIAL TRAINING WILL BE REQUIRED FOR THOSE INVOLVED IN THESE LARGE SCALE PREVENTION STRATEGIES. FOOTNOTES ARE INCLUDED. (RCB)
