THIS ARTICLE DESCRIBES THE BEST SECURITY PROCEDURES AND SYSTEMS TO ENSURE 'INTEGRAL SECURITY' IN CORRECTIONAL INSTITUTIONS; VARIOUS LINKS IN THE SO-CALLED 'CHAIN OF PROTECTION' ARE DEFINED.
Abstract
FIVE MODES OF INTERNAL SECURITY IN SUCH ESTABLISHMENTS AS CORRECTIONAL INSTITUTIONS WHERE SECURITY IS THE MOST ESSENTIAL PREREQUISITE ARE STRUCTURAL, FUNCTIONAL, INSTRUMENTAL, SYSTEMATIC, AND VOLITIONAL. THE FIRST TWO MODES (STRUCTURAL AND FUNCTIONAL) REFER TO THE CONSTRUCTION MATERIALS AND ARCHITECTURAL DESIGN OF THE BUILDINGS AND TO THEIR FUNCTIONALITY IN TERMS OF THEIR PURPOSE. INSTRUMENTAL SECURITY INVOLVES EQUIPMENT, SUCH AS ALARMS, WEAPONS, AND LOCKS, AND SYSTEMATIC SECURITY RELATES TO THE SYSTEMS PROCEDURES BY WHICH SECURITY IS PROVIDED, SUCH AS TIME SCHEDULES FOR PERSONNEL, ACCESS AND EXIT ORDINANCES, AND TURNS FOR GUARDS. VOLITIONAL SECURITY, THE MOST IMPORTANT, DENOTES THE WILL AND DETERMINATION OF THE HUMAN LINKS IN THE SO-CALLED 'CHAIN OF PROTECTION' TO PROVIDE AND ENFORCE ALL SECURITY ORDINANCES AND MEASURES. THE GOLDEN RULE OF SECURITY SHOULD BE: 'LET NO ONE ROAM WHERE HE IS NOT SUPPOSED TO.' THE DEGREE OF SECURITY IN THE THREE SECURITY ZONES--MAXIMUM, MEDIUM, AND MINIMUM--SHOULD BE RESPECTIVELY, RESTRICTED, CONTROLLED, AND FREE. THE 22 LINKS IN THE 'CHAIN OF PROTECTION' (STRUCTURAL, CONCEPTUAL, AND HUMAN) INCLUDE CONSISTENT AND METICULOUS INSPECTION OF INSTALLATIONS AND SECURITY SYSTEMS; BUILT-IN BARRIERS (E.G., TO ESCAPES); PROTECTION LIGHTS; ALARM SYSTEMS; CONTINOUS ON-THE-JOB TRAINING OF PERSONNEL IN ALL SECURITY ASPECTS; ESCORT SERVICE; PATROLS; CONTROL POSTS; ACCIDENT PREVENTION; ACCIDENT INVESTIGATION; INVESTIGATION OF ANTECEDENTS; ENTRANCE CONTROLS; EXIT CONTROLS; ORIENTATION, I.E., OF SECURITY PERSONNEL; VISITORS' CONTROLS; EMPLOYEES; CONTROLS; SUPERVISION (E.G., OF EFFICIENCY AND READINESS OF SECURITY MEASURES AND PERSONNEL); AND DEFENSIVE AND OFFENSIVE WEAPONS (FOR SECURITY PERSONNEL). FIVE FINAL REQUIREMENTS FOR EFFICIENT SECURITY ARE UNIVERSALITY, MUTUAL INTEGRATION, SOLIDARITY, UNITY, AND COMPULSORINESS. --IN SPANISH. (LGR)
