MEMBERS DISCUSSED THE RECRUITMENT OF SENIOR OFFICERS BOTH FROM OUTSIDE THE FORCE OR BY PROMOTION.
Abstract
MANY REPORTED RECRUITING FROM UNIVERSITY GRADUATES. INTERVIEWS WERE BELIEVED TO HAVE SOME USE IN ELIMINATING UNSATISFACTORY CANDIDATES. THE USE OF PSYCHOLOGICAL TESTS WAS HAMPERED, ESPECIALLY IN DEVELOPING NATIONS, BY THE LACK OF QUALIFIED PSYCHOLOGISTS TO RUN SUCH EXAMS. THE POLICE TRAINING RANGED FROM HEAVY RELIANCE ON AUDIOVISUAL AIDS AND LECTURES TO PRACTICAL POLICE WORK AND SMALL GROUP TRAINING. THE TRAINING AND RECRUITMENT OF INSTRUCTORS WAS MAINLY FROM UNIVERSITIES, MAGISTRATES, AND POLICE OFFICERS. INSTRUCTORS WERE GIVEN SPECIAL COURSES RANGING FROM 2 WEEKS TO FULL-LENGTH UNIVERSITY COURSES. SUBJECTS TAUGHT IN THE COLLEGES INCLUDED FOREIGN LANGUAGES, POLICE AND PUBLIC RELATIONS, CRIME PREVENTION, CRIMINOLOGY, PREPARATION FOR THE GIVING OF EVIDENCE, INTRODUCTION TO LEADERSHIP AND MANAGEMENT, AND ASSESSMENT OF TRAINING. ALMOST ALL SENIOR OFFICERS WERE GIVEN SOME SORT OF EXAMINATIONS UPON WHICH TO BASE PROMOTION OR PLACEMENT. SOME POLICE COLLEGES WERE RUN ON A RESIDENTIAL BASIS. OTHERS WERE RUN ON A PARAMILITARY BASIS AND REQUIRED STUDENTS TO WEAR UNIFORMS. SOME STUDENTS WERE GIVEN SALARIES, SOME ALLOWANCES. MOST PAID FOR ROOM AND BOARD. MANY POLICE WERE ALLOWED TO BELONG TO ASSOCIATIONS. FEW COULD BELONG TO UNIONS. SOME COULD BELONG TO NO GROUP ORGANIZATION. (TAG)
