THE TEACHING OUTLINE IS PRESENTED OF A 9 WEEK COURSE FOR JUNIORS AND SENIORS DEVELOPED BY PHILLIPS HIGH SCHOOL IN PHILLIPS, WIS. THAT EMPHASIZES INSTRUCTIONAL MATERIAL ON LAW ENFORCEMENT AND DUE PROCESS.
Abstract
THE COURSE OUTLINE BEGINS WITH EXERCISES DESIGNED TO TEACH ELEMENTARY CONCEPTS OF LAW AND THE STRUCTURES OF THE AMERICAN JUDICIAL SYSTEM. THE FREEDOM OF RELIGION, SPEECH, THE PRESS, THE RIGHT OF ASSEMBLY, AND THE RIGHT TO BEAR ARMS UNDER THE BILL OF RIGHTS ARE EXPLAINED. AN INTRODUCTION INTO WISCONSIN LAW FOLLOWS, WITH THE STUDENT BEING TAUGHT TO (1) LOCATE LAWS IN THE WISCONSIN STATUTE BOOKS, (2) WRITE DOWN OFFENSES AND PUNISHMENTS FOR EVERYDAY CRIMES, (3) EXPRESS VALUE JUDGMENTS ON DRUNK DRIVING AND FATAL ACCIDENTS, (4) INTERPRET CRIMINAL STATUES, AND (5) DESCRIBE PATERNITY RESPONSIBILITIES TO AN ILLEGITIMATE CHILD. NEXT, INSTRUCTION ON LAW ENFORCEMENT AND DUE PROCESS COVERS THE NUMEROUS ROLES A POLICE OFFICER MUST ASSUME IN THE COURSE OF HIS DUTIES, DUE PROCESS AND THE RIGHT TO COUNSEL, AND EQUAL PROTECTION OF THE LAW AND HOW THIS HAS BEEN DENIED TO MINORITIES. A BIBLIOGRAPHY LISTS APPROXIMATELY 50 REFERENCES. TWENTY APPENDIXES PRESENT THE FULL FORMATS OF THE VARIOUS EXERCISES AND TESTS THAT ARE UTILIZED IN EACH PHASE OF INSTRUCTION. THESE INCLUDE MATCHING EXERCISES, DISCUSSION TOPICS, A LISTING OF JUDICIAL TERMS FOR STUDY, AND QUESTION-AND-ANSWER EXERCISES ON THE AMERICAN JUSTICE SYSTEM, AND EXERCISES IN INTERPRETING THE CRIMINAL STATUTES. THE 'FREEDOMS' COURSE AT PHILLIPS HIGH SCHOOL WILL BECOME A FRESHMAN REQUIREMENT, TO BE FOLLOWED BY 'CRIME AND PUNISHMENT,' AN UPPER LEVEL ELECTIVE BEING DEVELOPED DURING THE 1978-79 SCHOOL YEAR.
